1. MISSION OF THE POSITION

Coordinate and organize the structure, operation, and management of logistics processes and contracts under your responsibility, both nationally and internationally.

2. QUALIFICATIONS AND EXPERIENCE

  • Master's in Logistics or equivalent.
  • English, French.
  • Other Necessary Knowledge: Understanding of international commercial legislation (Incoterms), customs, local legislation (financial laws, ARH…), and means of payment. Mastery in air, sea, river, land, and multimodal transportation.
  • 5+ years of previous experience in tasks related to logistics functions, warehouse, or capital goods procurement.

3. MAIN FUNCTIONS

1. Management and Monitoring of Logistics Contracts:

  • What: Ensure quality of service and cost control.
  • Measurement Criteria: 10% Time

2. Define Needs and Scopes of Contracts:

  • What: Ensure the best conditions for contracting logistics services.
  • Measurement Criteria: 10% Time

3. Supervision and Coordination of Logistics Team:

  • What: Ensure delivery times, optimize customs clearance times, and compliance with internal and external procedures (customs).
  • Measurement Criteria: 10% Time

4. Import Management and Monitoring:

  • What: Ensure delivery times, optimize customs clearance times, and compliance with current regulations.
  • Measurement Criteria: 20% Time

5. Export Management:

  • What: Optimize customs clearance times.
  • Measurement Criteria: 5% Time

6. Internal Transportation and Customs Management:

  • What: Optimize transportation times, reduce downtime in warehouse material reception.
  • Measurement Criteria: 20% Time

7. Management of Special Materials:

  • What: Ensure compliance with current regulations regarding transportation, safety, and the environment.
  • Measurement Criteria: 10% Time

8. Management and/or Coordination with Suppliers:

  • What: Obtain special customs documents, ensure customs clearance without additional costs or delays.
  • Measurement Criteria: 5% Time

9. Issuance of Monitoring and Control Reports:

  • What: Ensure information accuracy, proper delivery, and distribution.
  • Measurement Criteria: 10% Time

4. MAGNITUDES

Handles around 300 customs clearances annually.

Impact Magnitudes:

  1. Clients: Delays in deliveries, low service quality.
  2. Production: Delays in material deliveries can lead to production losses.
  3. Costs/Savings: Right or wrong choices affect costs and savings.
  4. Operational Risks: Choices impact logistics and customs, affecting delivery times.

5. AUTONOMY

  • High Autonomy: Methods and daily management are highly autonomous, respecting organizational procedures and applicable legislation.
  • Medium Autonomy: Negotiation of strategic processes.
  • Low Autonomy: Approval of strategic processes.

Decisions Without Authorization:

  • In coordination with the purchasing manager, decide on Incoterms.
  • Distribute tasks and workload among team members.

6. RELATIONSHIPS

INTERNAL RELATIONSHIPS

  • Operational Units and Purchasing Management:Objective and Mode: Daily coordination and information on materials in transit, high communication and coordination required.
    • Finance and Treasury:Objective and Mode: Coordinate payment methods, tax aspects, etc., for purchases, as well as costs associated with customs clearance, special transportation, etc.

EXTERNAL RELATIONSHIPS

  • Suppliers of Services and Materials:Objective and Mode: Close monitoring of manufacturing and dispatch of requested material.
    • Other Operators in the Country:Objective and Mode: Close relationship, assignment of contracts and material transfer between projects involving changes in "wilaya" or customs management.
