Context & Environment
The LNG BUNKERING project will develop in Oman a regional hub for LNG bunkering service to ultimately supply LNG as fuel to marine vessels. The feed gas will come from COMPANY’s equity gas entitlement of Greater Barik field.
Mission/Service Dimensions
The service holder’s overall responsibility is to support the COMPANY LNG Bunkering Project in EPC Contracts management during the Execution phase.
The service holder is accountable for leading the contracts, procurement and expediting activities also adding the evaluation and negotiation of any contractor’s claim; support the Lead Contracts & Procurement and Project Team in all matters relating to Contracts area and shall contribute to delivery of the project in time, in budget and in accordance with HSE standards.
Main Activities
He/she is responsible for all the activities relative to the Project in the following domains:
• Represent Company LNGB team on all EPC Contract issues at both internal and external meetings.
• Provide Contracts and Procurement advice to Company LNGB team.
• Ensure Contract Variations are identified early and advised to Package Contract Representative.
• Preparation of documents for presentation to Company Contracts Committee and various JV approval committees.
• Participate in Contract audits, reviewing records for accuracy and conformance to standards.
• Ensure commercial and contractual correspondence with contractors is efficiently handled.
• Liaise with project team members to ensure commitments and milestones are achieved and liaise with Contractor to
expedite progress mindful of foreseen liquidated damages.
• Maintain time and payment schedules and milestones as per pricing mechanism and advise payment terms
accordingly.
• Maintain contract payment position and prepare periodical contractual credit and liability statement in accordance
with provisions of contract.
• Administration of legal issues related to damages, claims, disputes, litigations.
• Provide advice and seek counsel on contractual, commercial, taxation insurance and legal issues.
• Input into weekly and monthly contracts and procurement status reports.
• Ensure ICV objectives are being considered and implemented in all contracting activities.
• Support the negotiation of Contract Variations with contractors.
• Manage and participate in the development, compilation, sourcing, pre-tenders, Invitations to Tender, tender
openings, and evaluations of proposals received including all requests for qualifications for any contract.
• Ensure that procurement and contract administration is being carried out in the most efficient and cost-effective
manner utilizing TotalEnergies /JOA approved procedures.
• Prepare and/or supervise creation of Contracts Committee submissions (Prequalification Plan, Procurement Plan,
RFA & RFV)
• Ensure market trend investigation and benchmark activity within the industry is efficiently performed to ensure
contractors & suppliers are quoting competitively and in line with the industry standard
Qualifications & Experience Required
Professional Experience: +10 (incl. experience in Middle East as a preference)
Experience in similar position (years): +10 (or in management of major international EPC contracts)
Education Level / Diploma: Engineer or Master degree are requested by the Omani Immigration
