Pemba Base Manager

Context & Environment

  • Location Pemba, Mozambique (Muxara base)
  • Work Regime Rotation city; 7 days/week, 28-day rotation
  • Challenges Underdeveloped infrastructure, non-compliance with O&G logistics standards
  • Scope Multi-site logistics operations in Pemba (base, port, airport)

Situation in Organization

The Pemba Base Manager is appointed as RSES (Responsible for Safety and Environment on Site) for the Pemba support base, which includes:

  • Muxara Base
  • Representative Office
  • Port Jetty
  • Pemba Airport Operations

Job Dimensions

  • Oversight of 9-hectare base with a Population on Board (POB) of 150 during drilling operations
  • Management of 3 major logistics contracts with a total budget > USD 80 million
  • Supervision of USD 100 million worth of drilling equipment stored and handled at Muxara base (30 trucks and lifting equipment)
  • Weekly average of 3 port vessel calls and up to 5 flights per day at Pemba airport during peak periods

Key Activities

HSE Leadership

  • Lead Pemba on-site response team in accordance with Emergency Response Plan (ERP)
  • Define and communicate Safety & Environment objectives for Muxara Base
  • Follow up on HSE anomalies and incidents; implement corrective actions
  • Organize and lead HSE meetings, incident investigations, safety tours, toolbox talks
  • Promote safety culture across logistics teams and contractors

Operational Responsibilities

  • Supervise maintenance and refurbishment of logistics base infrastructure
  • Manage logistics service contracts (base services, camps, offices, etc.)
  • Conduct Service Quality Meetings (SQM) with logistics contractors
  • Oversee port/quay and airport operations (including crew changes)
  • Provide logistics support for other affiliates (e.g., SED, Marketing & Services)
  • Coordinate land, marine, and aviation logistics activities
  • Ensure cost-efficient, safe operations with high logistical performance

HR & Coaching

  • Support recruitment and onboarding of local personnel
  • Mentor logistics teams on yard management, warehouse operations, base design, and HSE best practices

Materials & Budget Control

  • Monitor and reconcile physical stock at Company sites
  • Participate in annual budget planning with Cost Control and Logistics Manager
  • Define and update logistics procedures and ensure compliance

Reporting & Documentation

  • Maintain accurate operational records and KPIs
  • Provide weekly, monthly, and annual reports on base logistics activities
  • Inform line management of any issues affecting safety, operations, or cost

Accountabilities

  • Ensure Company Management System is fully implemented at all Pemba sites
  • Ensure logistics operations comply with statutory, company standards, audit findings
  • Deliver safe, efficient, cost-effective logistics and materials management
  • Validate contractor time sheets, AFPs, and invoices

Qualifications & Experience Required

  • Education: Degree in Management Sciences or Engineering
  • Experience: Minimum 10 years in O&G Logistics and Materials Management
  • Certifications: RSES Training and Certification
  • Technical Skills:
    • Familiarity with SAP (SCOT and UNISUP/UNISOL - MM and RLM modules)
    • Knowledge of Company Rules and Logistics Procedures
  • Languages: Fluent in English; Portuguese and French desirable
  • Personal Qualities: Proactive, confident, resilient under pressure
