HSE Engineer

Job Purpose

To ensure health, safety, environmental and compliant execution of all Engineering, Procurement, and Construction (EPC) activities by implementing and maintaining the Project HSE Management System. HSE Engineer supports site operations by monitoring contractor HSE performance, preventing incidents, ensuring compliance with SONATRACH and PTTEP requirements, Algerian regulations, and international standards, while promoting a strong safety culture across the project.

Key Accountabilities

  • Implement the Project HSE Plan, HSE Management System, and HSE work procedures in alignment with Company, SONATRACH, Algerian legal requirements, and international standards (ISO 45001, ISO 14001).
  • Review and verify EPC Contractor’s HSE plans, method statements, job hazard analyses (JHA), risk assessments, environment aspect and procedures for adequacy and compliance.
  • Monitor and verify EPC Contractor’s compliance with all HSE control systems, including Permit-to-Work (PTW), and ensure the effectiveness of risk management measures across all site activities.
  • Conduct routine site inspections, audits, and HSE walkdowns to identify hazards and verify compliance with HSE standards.
  • Oversee safe execution of construction activities including excavation, lifting, scaffolding, working at height, confined space entry, hot work, electrical isolation, and SIMOPS.
  • Ensure proper certification, inspection, and safe use of tools, equipment, lifting devices, and heavy machinery.
  • Support or lead incident and near-miss investigations, ensuring timely reporting, root cause analysis, and closeout of corrective actions.
  • Maintain incident statistics and contribute to weekly/monthly HSE performance reports
  • Deliver HSE inductions, toolbox talks, and task-based safety training to workers and supervisors.
  • Encourage positive safety culture and behavioural safety practices through coaching and engagement with workforce and contractor teams.
  • Lead and organize initiatives, coordinating with contractors to promote HSE campaigns and raise awareness.
  • Develop and support the implementation of emergency response procedures aligned with site operations, ensuring effective coordination with all stakeholders.
  • Represent the company in collaboration with contractors to conduct emergency drills (fire, evacuation, medical, etc.), ensuring drills are effective and lessons learned are documented and implemented.
  • Monitor and enforce compliance with all environmental requirements, including waste handling, spill prevention, emissions, noise, water use, and protection of natural resources. Oversee and ensure contractors fully comply with Environmental Impact Assessment (EIA) conditions and all applicable local laws and regulations.Support environmental monitoring programs and reporting as required by Algerian law and COMPANY’s requirements
  • Maintain complete and accurate HSE records including inspection reports, permits, training records, incident logs, and audit findings.

Professional Knowledge & Experience

  • Bachelor’s degree in Engineering, Occupational Health & Safety, Environmental Science, or related discipline.
  • 7 years of experience in HSE roles within Oil & Gas EPC or major construction projects (preferably in onshore or desert environments).
  • Strong understanding of HSE requirements, Algerian regulations, and international standards (ISO 45001, ISO 14001, OSHA, NFPA, API).
  • Experience coordinating HSE matters with EPC Contractors, subcontractors, vendors, and multidisciplinary project teams.
  • Experience in developing emergency response procedures and well understand in emergency drills (fire, evacuation, medical)
  • Proven knowledge of construction methodologies and associated risks in civil, mechanical, piping, electrical, instrumentation, and commissioning works.
  • Competence in incident investigation techniques (RCA, 5-Why, TapRooT).
  • Certifications such as NEBOSH IGC, IOSH Managing Safely, First Aid/CPR, Firefighting, H2S Awareness, Working at Height, and Permit to Work systems are preferred.
  • Excellence in MS Office (Outlook, Word, Excel, and PowerPoint).
  • Systematic Thinking, Proactive working style and willingness to learn with the new task.
  • Strong negotiation and interpersonal skills; a team orientation, as well as the ability to deal effectively with personnel at all levels.
  • Excellent oral and written communication skills in English is a must. French or Arabic language proficiency will be an advantage.
  • Able to work under pressure, and remote environmental.
  • Capable of working independently, efficient, and competent in carrying out duties.
  • Able to travel to the field i.e. Desert camp, CPF site.
  • Good attitude and work as a team (One team one goal)
