Context & Environment

The Absheron Conventional Gas & Condensates field is located offshore Azerbaijan Republic in the Caspian Sea in 500 meters depth, at about 100km southeast of Baku, 25km north-east of Shah Deniz field and 34km south of Oil Rocks production and processing facilities. The project aims at supplying natural gas for both domestic market via Sangachal main facilities (condensate) and for international export market via the South Caucasus Pipeline (SCP).

Missions / Service Dimensions

  • The service is starting from the Absheron Full Field Development (FFD) FEED phase sanction until the completion of the Development phase including Project close-out.
  • The service holder shall support the execution of the Absheron FFD FEED including, the safe and efficient execution of the work in accordance with the relevant legislation, policies and procedures.
  • This includes adhering to the Company Code of Conduct, Vision, Values and Behaviors, as supported by the Safe System of Working including Accountability of Safety.
  • The service holder is responsible for monitoring and managing financial expenditures within the Project organization, analyze costs, identify potential overruns, and implement strategies to control expenses, contributing to effective financial management.
  • The service holder will perform this work in accordance with JOCAP or TotalEnergies and Project rules, guidelines and procedures.

Main Activities

The service holders must possess strong experience in Budget and Cost Control Management. Experience with developing and analyzing project budgets, expenses, and variances to ensure alignment with organizational goals.

The service holder shall:

  • Monitor and analyze FEED and project expenditures.
  • Collaborate with project teams to control expenses, fostering proactive cost management.
  • Implement and refine cost control strategies.
  • Review and approve project budgets to ensure alignment with financial objectives and constraints.
  • Provide comprehensive financial analysis and reporting to stakeholders.
  • Assist PCM manager to evaluate and negotiate contracts with suppliers and vendors to optimize costs and enhance project profitability.
  • Support the Change Management process implemented by being pro-active in early cost identification of deviations and corrective actions.
  • Ensure compliance with financial policies, procedures, and regulations. Able to work in large, collaborative teams with multiple site and partners.
