Context & Environment

In 2021, the COMPANY discovered an extensive oil and associated gas field 70 km off the coast of Abidjan, Ivory Coast at a depth of 1,200 metres. It was the first commercial discovery in the country in the past 20 years. We call it fast track and it consists in running the design, authorisation and execution phases in parallel. Another innovative aspect of the project is the reuse of an existing FPSO, modernised and made technologically more advanced to ensure an accelerated start-up, optimising costs and time and minimising the waste of raw materials and construction materials.

Main Activities

Ø Ensure all marine operations are conducted safely and in accordance with the provisions of the COMPANY Marine Operations Manual, COMPANY HSE Integrated Management System Policies and Procedures, the Client E&P Marine Manual, Guidelines for Offshore Marine Operations, International and National Regulations, Industry Standards, Guidelines and Recommendations.

Ø Promote Safety and an effective Safety Culture throughout all aspects of COMPANY offshore marine logistics services and offshore marine operations.

Ø Coordinate all requests for marine logistic services and marine support of offshore operations received from COMPANY departments, offshore installations and MOUs.

Ø Keep tight controls of all activities ongoing in Base Marine, checking frequently if the cranes are all working, if working teams are complete and producing reports as requested by their Department of Reference, and informing their Department of Reference should important issues arise.

Ø Allocate vessels to specific marine operations, provision of cargo and passenger services, standby operations, and provision of additional support services as required.

Ø Prepare and issue Weekly and Daily Vessel Schedules.

Ø Maintain 24 hour VHF radio watch at Base Marine.

Ø Monitor Material Issue Requests, Cargo and Passenger Manifest to ensure that cargo and passengers are available within the COMPANY Base Marine and ready for loading onto allocated vessels as scheduled.

Ø Issue Voyage instructions to Vessel Masters and ensure vessels prosecute all voyages safely and with due regard to efficiency and fuel economy.

Ø Issue regular instructions and guidance to COMPANY Base Marine operators for all vessel scheduling, vessel allocation, cargo and passenger handling and other duties, to cover each and every 24 hour period.

Ø Work closely with vessel owners to ensure contractual maintenance periods are allocated as requested whenever the requirements of offshore services permit to ensure vessels are properly maintained and all certification remains valid while minimizing any disruption to offshore marine support provision.

Ø In cases of vessel mechanical breakdown or other unscheduled maintenance, adjust marine operations schedules to minimize disruption and delay, and closely monitor owner’s response to ensure vessel is returned to service promptly providing assistance where appropriate and necessary.

Ø Liaise directly with vessel Masters regarding cargo stowage plans, handling of dangerous goods in packaged form, and voyage planning.

Ø Ensure that cargo and passenger manifests, although prepared by others, are complete and correct, all personnel transfer operations are conducted safely, and all cargo is correctly allocated, properly loaded in suitable containers, appropriately marked and safe to load for transportation to offshore locations.

Ø Be responsible and follow up lifting operations taking place at Base Marine joining ToolBox Talks and giving advice to crane/forklift operators and banksmen as well. Trainings shall be the same as the one requested to a Person in Charge.

Ø Respond to all emergencies and participate in all drills and exercises as required.

Ø Cover for Base Marine Coordinator duties when he/she is off work.

Ø Follow up passengers boarding process, ensuring receipt of manifests, checking documents prior to their boarding and, in case, managing urgent requests.

Mandatory Certifications or Diploma:

Ø IMO STCW 1978 (including 2010 Manila amendments) certificate as Chief Mate (No Limitations) with seagoing experience, including service on offshore support vessels with DP systems

OR

IMO STCW 1978 (including 2010 Manila amendments) certificate as Officer in Charge of a Navigational Watch (No Limitations) with extensive seagoing experience including service on offshore support vessels with DP

Ø Systems, experience of offshore cargo and personnel transfer operations and experience ashore in a similar role

Ø GMDSS General Operator’s certificate

Ø Basic Safety Training.

Ø Survival Craft and Rescue Boats.

Ø Advanced Fire Fighting

Ø Medical Fitness

Ø OPITO HLO (Helicopter Landing Officer) Training or Further Training, within the last 2 years.

Ø OPITO BOSIET, including Helicopter Escape Training, within the last 5 years

Ø Safety Officer Training with additional Health and Safety management training, OPITO, IOSH, NEBOSH or similar

Ø The following certifications are required, for P.I.C.:

o LOLER & PUWER Awareness course

o OPITO approved Banksman/signaler Stage 3

Skills & Experience:

Ø Technical knowledge of offshore support vessels and offshore marine operations in support of the oil & gas industry

Ø Understanding of the provisions of IMO Conventions, Regulations and Codes particularly SOLAS, MARPOL, ISM code, ISPS Code, Knowledge of International Maritime Legislation, Classification Society Requirements, Flag State Regulations and Port State Control Regulations

Ø Practical knowledge and sound understanding of the International Maritime Goods (IMDG) Code and Dangerous Goods by Air

Ø Ship Security Officer

Ø Working knowledge of the French language

Ø Fluency in the English Language

Ø At least 5 years of experience at sea, preferably in the O&G business, and with involvement in lifting operations.

  • Duties to be carried out in compliance with Company Code of Ethics and Internal Control System.
