Layer 3 Security Coordinator

Core Responsibilities:

Security Operations & Coordination

  • Organize and oversee Layer 3 logistical and convoy movements, including contractor convoys and escort coordination.
  • Ensure the daily deployment of protection measures aligned with approved security protocols.
  • Assess, monitor, and report daily threat levels across routes, staging posts, and areas of operation.
  • Evaluate road security conditions and confirm clearance prior to convoy movements.
  • Ensure all contractors comply with security obligations defined contractually and by TEPMA1 SOPs.

Protection Forces & VPSHR Compliance

  • Mentor Protection Force personnel to ensure effective security delivery while complying with VPSHR guidelines.
  • Conduct regular VPSHR awareness sessions for Joint Task Force (JTF) personnel.
  • Report any VPSHR incidents immediately to management.
  • Ensure Rules and Regulations applicable to all contractor staff are implemented and enforced.

Liaison & Stakeholder Engagement

  • Maintain daily coordination with:
    • Deployed military contingents
    • State security forces
    • Private security providers
    • TEPMA1 contractors
  • Work closely with local authorities and local communities to support security and stabilization activities.
  • Support socioeconomic and stabilization activities by ensuring appropriate security coverage and updated threat awareness.

Reporting & Monitoring

  • Produce daily security and activity reports, including incidents and threat escalations.
  • Ensure accurate information flow regarding the security situation and emerging risks.
  • Compile and maintain up-to-date reports on equipment and supplies for the Joint Task Force.
  • Monitor and report consumption levels (food, fuel, water, and other consumables).

HSE & Conduct

  • Ensure all activities comply 100% with HSE rules, including Total’s 12 Golden Rules.
  • Promote a strong safety culture across all security-related activities.
  • Enforce compliance with project HSE standards, including:
    • Speed limits
    • Respectful interaction with local communities
    • Safe convoy behavior

Operational Environment

Rotational back-to-back position

  • Location: Cabo Delgado Province, Mozambique
  • Isolated and high-risk operating environment
  • Tropical climate with long working hours
  • Malaria high-risk zone (individual responsibility for prevention)
  • Restricted freedom of movement due to elevated security levels (Zone Orange 2)
  • Camp accommodation, food, and daily necessities provided
  • 24/7 availability required for emergency situations

Key Accountabilities:

The Layer 3 Security Coordinator ensures:

  • Effective and safe implementation of Layer 3 security for all logistics activities.
  • Practical application and adherence to VPSHR standards.
  • Accurate reporting on security status, threats, and resources.
  • Clear and reliable communication regarding incident escalation.
  • Compliance with JTF SOPs across camps and staging posts.
  • Proper management and reporting of contractor-related security issues.

Required Qualifications & Experience

Education & Background

  • Basic high school diploma
  • Military or Police background, minimum Senior NCO level
  • Proven experience working alongside military and police forces

Skills & Certifications

  • Fluent spoken English, Portuguese, and Swahili
  • Knowledge of local languages is an advantage
  • Valid passport and valid driving license
  • No criminal record
  • Basic computer skills (Windows environment)
