Position Overview

As a Technical Engineer for Bids and Projects in the field of engineering and procurement, your primary responsibility is to ensure the successful execution of projects from the bid phase to project closure. You will be responsible for preparing technical proposals, coordinating multidisciplinary teams, and implementing and monitoring engineering and procurement activities. Your expertise will be essential in winning bids and successfully delivering projects while adhering to deadlines, budget constraints, and required quality standards.

Key Responsibilities

Bid Preparation:

  • Assess needs and conduct feasibility analysis of the project, taking into account financial, technical, environmental, and regulatory aspects.
  • Analyze and evaluate the technical specifications, requirements, scope, and contractual obligations of the project.
  • Capture technical data from the ITT document, analyze gaps to generate clarification requests, and use this information to create a comprehensive bid requisition.
  • Conduct site evaluations to ensure compliance with project requirements and manage clarification requests to ensure thorough understanding and appropriate resolution.
  • Develop technical requisition in conjunction with engineering documents, identify potential suppliers, evaluate their offers for accuracy and compliance with project requirements, and provide technical clarifications as needed.
  • Identify and resolve technical issues to comply with ITT requirements and specifications, while analyzing proposed solutions to determine optimal proposal strategy.
  • Collaborate with business development team to develop technical solutions for bids and coordinate with stakeholders to gather necessary information for bid submission.
  • Develop a comprehensive and technically aligned proposal that emphasizes all aspects, including accurate cost estimates and potential risks, by understanding the client's needs and expectations.
  • Perform post-proposal submission activities by responding to client clarification requests, ensuring full understanding of all questions, and appropriately addressing them.

Project Planning and Execution:

  • Managing and negotiating contracts with contractors, suppliers, and stakeholders, participating in comprehensive client contract reviews of all aspects to ensure compliance with project technical requirements and standards
  • Participating in project kickoff meetings to understand project objectives, deliverables, and deadlines.
  • Develop project execution plans, including engineering, procurement, and construction strategies to ensure timely delivery of materials and equipment.
  • Collaborate with the project management team to ensure a smooth transition from the bid phase to project execution, and provide technical support and expertise to resolve any technical or procurement issues that may arise during project implementation.

Technical expertise:

  • Design and develop detailed engineering designs, including DBM, BOM, P&ID, PDS, PFA, SIS, etc., to improve the performance of equipment and systems.
  • Provide technical support, perform root cause analysis, and develop solutions to ensure proper functioning of equipment and system, as well as prevent recurrence of technical problems.
  • Ensure commissioning and start-up of equipment and systems in accordance with project technical requirements.
  • Collaborate with maintenance and operation teams to monitor and analyze equipment and system performance throughout the project's life cycle, and implement corrective actions as necessary.

Quality Control and Compliance:

  • Ensure that all engineering, procurement, and project activities comply with industry standards, regulations, environmental, health and safety regulations, and company policies.
  • Conduct regular inspections and technical audits to monitor project quality, ensure compliance with technical requirements and standards, and identify areas for improvement.
  • Address technical non-conformities, evaluate the compatibility of new technologies with existing infrastructure and equipment, and implement appropriate solutions while ensuring compliance with applicable standards and regulations.
  • Maintain accurate documentation of project-related technical information, including plans, specifications, and quality records.
  • Develop detailed test plans, conduct rigorous inspections and tests, and accurately evaluate results obtained.

Risk Assessment and Management:

  • Identify potential risks associated with engineering and procurement activities and develop mitigation plans.
  • Perform technical risk assessments to evaluate their impact on project timelines, costs, and quality.
  • Proactively communicate risks to the project team and stakeholders, recommending appropriate measures to minimize their effects.

Qualifications

  • Bachelor's or Master's degree in Engineering or a related field, with a preference for a master's degree.
  • At least 5 years of experience in engineering and procurement project management, preferably in the oil and gas or energy industry.
  • Strong technical knowledge and experience in engineering design, procurement, and construction practices and procedures.
  • Excellent project management skills, including the ability to coordinate multidisciplinary teams and ensure project delivery within time and budget constraints.
  • Strong analytical and problem-solving skills, with the ability to identify and resolve technical issues and develop innovative solutions.
  • Excellent communication and interpersonal skills to effectively communicate technical information to both technical and non-technical stakeholders.
  • Familiarity with relevant industry standards, regulations, and best practices related to engineering, procurement, and project management.
  • Proficiency in project management software, Microsoft Office Suite, and engineering software such as AutoCAD, PDMS, and ETAP.
  • Ability to work independently and manage multiple projects simultaneously, with attention to detail and the ability to prioritize workload.
  • Fluency in French and English, both written and verbal, is required.
