HSE Environment & Social Engineer

Duration/Location

  • Starting Date: ASAP / Q2 (01/06/2025)
  • Duration: 12 months
  • Renewable: Yes
  • Location: Muscat, Oman, with frequent visits to the Sohar Construction site
  • Status: Residential (5 days per week, possibly 6 days per week - to be confirmed)

Activities

  • Environmental & Social Compliance
    • Interface with EPSCC contractors, regulatory authorities, and local stakeholders to ensure compliance with Omani environmental regulations, international standards, and project specifications.
    • Ensure the implementation of environmental and social impact mitigation plans by EPSCC contractors.
    • Ensure EPSCC contractors establish Environmental and Social Management Plans (ESMPs) for the construction phase and support the elaboration of the Company ESMP for operations.
    • Contribute to the development of inventory of E&S permits and licenses, supporting applications and ensuring timely approvals from Omani Authorities.
    • Ensure the development and implementation of a Loss of Containment Response Plan, including regular emergency drills.
  • Audits, Inspections & Reporting
    • Participate in environmental and social audits for EPSCC contractors and contribute to external audits carried out on the project.
    • Conduct H3SE audits, risk assessments, and compliance verifications to ensure adherence to legal and contractual requirements.
    • Monitor E&S Key Performance Indicators (KPIs) and contribute to the preparation of periodic H3SE reports for internal and external stakeholders.
    • Ensure EPSCC contractors develop monitoring programs for air emissions, GHG, effluent discharges, waste, chemical usage, biodiversity, and stakeholder engagement.
    • Monitor and ensure close-out of E&S action plans resulting from audits, inspections, or incident investigations.
  • Stakeholder Engagement & Social Impact Management
    • Provide technical support for stakeholder engagement programs, grievance resolution mechanisms, and community development programs.
    • Implement a grievance redress mechanism to capture feedback, concerns, and inputs from local communities, and actively participate in their resolution.
    • Support worker engagement programs to ensure alignment with Company and contractor social performance expectations.
  • Emergency Preparedness & Risk Management
    • Ensure EPSCC contractors establish emergency response plans, especially for oil spill response and external community risk incidents.
    • Participate in emergency response drills and exercises.
    • Support incident investigations related to environmental damage, pollution, and social grievances, ensuring appropriate corrective actions are implemented.
  • Training & Capacity Building
    • Contribute to the preparation and facilitation of E&S awareness training programs and workshops.
    • Monitor and evaluate E&S competence requirements of EPSCC contractors’ personnel and propose necessary improvements.

Qualifications & Experience Required

  • Education Engineering Degree or equivalent (mandatory for visa/immigration requirements)
  • Experience 12+ years of professional experience in H3SE roles
    • 10+ years of experience in HSE, environment, and social management
    • Strong expertise in E&S regulatory compliance, permitting, and stakeholder engagement
    • Experience with H3SE audits, inspections, and risk management
    • Background in LNG projects, industrial construction, or oil & gas projects
  • Technical Expertise
    • Strong knowledge of environmental & social impact mitigation, GHG monitoring, and compliance
    • Hands-on experience with ISO 14001 Environmental Management Systems
    • Familiarity with International Finance Corporation (IFC) standards and Equator Principles (EP)
    • Proficiency in audit techniques, risk identification, and stakeholder engagement strategies

Certifications (Preferred)

  • Recognized E&S or HSE certifications
  • Incident Investigation & Root Cause Analysis certification

Soft Skills

  • Strong leadership and interpersonal skills
  • Ability to coordinate with multiple stakeholders and manage contractor relationships
  • Excellent report writing and communication skills
  • Ability to work in a fast-paced, high-risk industrial environment

Languages

  • Fluent in English (mandatory)

Mobility

  • Willingness to work in Muscat and travel frequently to Sohar construction sites

Working Relations

  • Internal Coordination with the H3SE Lead, project management team, and construction teams
  • External Interface with EPSCC contractors, regulatory authorities, local communities, and industry partners

Authority & Responsibilities

  • Ensure H3SE compliance and risk mitigation during the EPSCC construction phase
  • Guarantee that E&S personnel, equipment, and services meet regulatory and contractual requirements
  • Promote continuous improvement in environmental and social performance
  • Support the successful delivery of the MARSA LNG project while maintaining sustainability and stakeholder engagement
