Budgeting Officer

Accountant/Cost Controller: is responsible for routine work and support in preparing monthly / quarterly and annually financial statistics/report, comparative costs and analysis of the areas under responsibility for effective operation cost and recoverable cost balance. The job holder needs to support in preparing work plan & budget for government, partner & community relations activities in line with company’s objectives. In addition, the jobholder contributes to the preparation of departmental work plan & budget and the effective budget control.  

Key Accountabilities:

  • Recognize cross-cultural differences and promote, develop and maintain understanding among Thai secondees, Algerian staff and expatriates .
  • Contribute to updating, developing and maintaining effective rules, regulations and guidelines for effective office usage .
  • Contribute to the preparation of departmental work plan & budget and the effective budget control as well as monthly, quarterly and annual statistics of comparative cost analysis of the responsible areas for effective operation costs .    
  • Monitor and prepare monthly, quarterly and annual financial statistics/report of comparative cost analysis of the areas under responsibility for effective operation cost .

  • Petty Cash and Cash on Hand
  • Reimbursement, Advance and Clearing
  • Bank Transfer 
  • Cheque
  • Invoice approval and Account Payable process
  • Cash Reconciliation
  • Bank Reconciliation
  • Exchange Rate Maintenance
  • Amortization transactions
  • Cashcall/Offset transaction
  • Cash conversion/Petty Cash Withdrawal
  • Reclassification and Adjustment
  • Stock Variation transaction
  • Accrual process
  • Fixed Asset Registration

2. Support for Cashcall Estimation and Offset transaction .

3. Support for Work Program and Budget preparation and submission process .

4. Expatriate Tax process for Thai secondee .

5. Support for Annual Financial Statement Preparation (Balance Sheet and Income Statement).

6. Support for Audit activities :

  • Third Parties Audit 
  • Government Audit 
  • Partner Audit 
  • Internal Audit

7. Support for Tax Compliance :

  • Surface Tax Calculation
  • Withholding Tax
  • IRG on salary
  • Social Security
  • Gas Flaring Tax
  • Tax on the Use of Water
  • Bank Domiciliation Tax on imported service
  • VAT Exemption procedure

8. Monitoring cost on Training Commitment to ALNAFT/SONATRACH transaction .

9. Knowledge on SAP is preferred.

10. Any other work assignments from time to time.
