• Location Paris (until FID end of 2024), and then Luanda Worldwide missions to be forecasted due to spread of work-packages and Contractors’ locations ; frequent missions in Angola.

The Senior Contract Engineer will have a key role in managing the supply chain and purchasing for a leading company in the Oil & Gas Upstream industry.

Main Activities

The service holder shall ensure the following missions:

During the procurement phase (from CFT to RTA)

• To take the responsibility, under the Project Manager and the Project Control Manager’s of the procurement activity (from CFT to RTA): These activities include the preparation and management of contracting process (call for tenders, clarification phase, evaluation and negotiation phase and recommendation) for contracts to come, and the contractual and commercial administration of awarded contracts.
• To report hierarchically to the Project Control Manager for application of Contract and Procurement procedures and for whole consistency of tendering process.
• To observe and shall impose strict confidentiality with respect to the Contractual and Commercial documentation managed.
• To be also accountable for demonstrating an exemplary behaviour with respect to HSSE rules & requirements and for implementing HSSE requirements in the contracts he oversees. He is also accountable for demonstrating an exemplary behavior with regards to the Company Ethics and “Code of Conduct” policy.
• To prepare the contract in compliance with TEPA and Project procedures and with due respect to approved schedule and milestones. This includes:
• The preparation of tendering dossiers (technical Exhibits, General and Particular specifications), the launching of CFTs, the management of the clarification / negotiation phases, the evaluation of contractual and commercial proposals and the issue of final Recommendations to Award.
• To prepare / coordinate the final set of contractual / commercial / technical documentation for these contracts.
• To timely report any encountered areas of concern.
• To coordinate with TEPA the procurement activity

During the contract administration phase (execution)

• To administrate the contract, and to manage the process associated with contractual and commercial changes(changes orders) according to Change Order Procedure and Delegation of Authorities in force, coordinate requests for technical changes and follow-up related approval process.
• To participate to Change orders meetings with Contractors.
• To verify the contractor’s progress in coordination with the Planning Lead Engineer and Budget and Cost Leader from Project Control team.
• To ensure payment is in accordance with the claimed progress.
• To monitor all Cost remuneration to Contractor and participate in the compilation of Milestone Payment Certificates and Contractor Invoices.
• To participate to meetings with Contractors and, in general, to all necessary meetings as requested and as defined in Contracts.
• To participate in the settlement of disputes together with legal, insurance and finance specialists.
• To perform the close-out of Contract(s) with respect to TEP Angola and Project procedures.
• To participate in reducing contractual risks associated with interfaces with other packages and highlighting potential risks occurring during the execution of the contract.
• To ensure that clear and accurate records of contractual matters are maintained and monitor key dates, against dates defined in the contracts.
• To participate, for the Contracts in charge, in the development of Project Budget and subsequent revisions (as
• requested) according to actual expenditure versus planned budget, potential changes…
• As a general manner, to manage all contractual and commercial activities related to Contract(s) he oversees, up to close-out, in the frame and with respect to procedural obligations as per Production Sharing Agreement, Decrees and Laws in force, Joint operating Agreement and in strict compliance of delegation of authorities and associated Contract and Procurement procedures.

Qualifications & Experience Required

• Qualification: Engineer or equivalent
• Languages: English mandatory - Portuguese would be a plus
• Professional Experience: 15 /20 years in Oil & Gas industry on Offshore Projects / Fields
• Experience within project: ± 10 years with sound engineering experience in flexible engineering / fabrication
