Role Overview

The Offshore SURF RSES-D (Responsible for Safety and Environment on Site - Delegate) acts as the Company's representative onboard offshore installation vessels during the execution of a major deepwater development project offshore Suriname.

The position is responsible for supervising offshore Subsea Umbilicals, Risers and Flowlines (SURF) installation activities, ensuring that all operations are performed safely, efficiently and in accordance with approved procedures, Company specifications and H3SEQ requirements.

Working closely with the SURF Installation Manager, offshore contractors and multidisciplinary project teams, the RSES-D oversees installation operations, coordinates simultaneous activities (SIMOPS/COMOPS), monitors operational performance and ensures effective implementation of the Company's safety culture.

The role also serves as the Company's offshore focal point for emergency response coordination, operational readiness and installation progress reporting.

Key Responsibilities

Offshore SURF Installation Supervision

  • Supervise all offshore installation activities onboard construction and installation vessels.
  • Ensure execution of approved installation procedures and compliance with Company technical and HSE requirements.
  • Monitor offshore operations involving:
    • J-Lay and S-Lay operations.
    • Rigid pipeline installation.
    • Flexible pipeline and umbilical installation.
    • Riser installation and pull-in/pull-out operations.
    • Subsea structure installation.
    • Marine Construction Vessel (MCV) connections and testing.
    • Subsea ROV operations.
    • Offshore pre-commissioning and testing.
  • Ensure offshore activities are executed according to the approved schedule.
  • Identify operational deviations and report them to onshore management for review and approval.

Installation Readiness & Operational Preparation

  • Participate in the preparation and review of offshore installation procedures.
  • Incorporate lessons learned from previous installation campaigns.
  • Verify operational readiness of personnel, equipment and installation systems.
  • Review and validate installation readiness documentation.
  • Ensure timely preparation and signature of:
    • Ready for Transportation Certificates.
    • Ready for Installation Certificates.
    • Ready for Recovery Certificates.
    • Ready for Load-Out Certificates.
    • Ready for Commissioning Certificates.
  • Coordinate with Marine Warranty Surveyors (MWS) and Company representatives for certification and approvals.

Marine Operations & Logistics

  • Monitor vessel supply and barge operations.
  • Supervise equipment transfers, deck operations, lifting activities and load-out operations.
  • Ensure proper coordination of offshore logistics and equipment availability.
  • Monitor equipment preservation, storage and handling requirements.
  • Maintain accurate equipment inventories and subsea installation traceability records.
  • Identify requirements for additional technical assistance from contractors and equipment manufacturers.

SIMOPS / COMOPS Coordination

  • Coordinate simultaneous offshore operations involving multiple vessels and contractors.
  • Ensure compliance with approved SIMOPS and COMOPS procedures.
  • Maintain effective communication with the FPSO site representative and other offshore stakeholders.
  • Identify potential operational conflicts and implement appropriate mitigation measures.
  • Ensure effective communication and handover between offshore shifts.
  • Coordinate with vessel teams to conduct HIRA Level 2 (Hazard Identification Risk Analysis) before operations.

HSE Leadership & Emergency Response

  • Act as the Company's designated RSES-D onboard the installation vessel.
  • Ensure implementation of Company HSE standards and safety culture.
  • Promote exemplary safety leadership throughout offshore operations.
  • Ensure compliance with statutory regulations and Company H3SEQ requirements.
  • Participate in offshore safety initiatives, inspections and risk assessments.
  • Verify compliance with the approved HSE Bridging Document.
  • Coordinate emergency response activities in accordance with the agreed Emergency Response Plan.
  • Ensure safe working practices and ethical conduct across all offshore activities.

Contractor Management & Quality Control

  • Monitor installation contractor performance and compliance with contractual requirements.
  • Review and report non-conformities affecting offshore operations.
  • Ensure implementation of corrective and preventive actions.
  • Verify that modifications to approved procedures are managed through the Management of Change (MOC) process.
  • Monitor quality control activities related to installation and testing.
  • Support the resolution of technical, operational and logistical issues.

Reporting & Operational Performance

  • Prepare daily reports for the SURF Installation Manager and Deputy Installation Manager.
  • Review, comment on and approve Daily Progress Reports issued by installation vessel management.
  • Participate in daily operational calls and coordination meetings.
  • Report installation progress, operational risks and potential schedule deviations.
  • Anticipate technical and operational challenges and recommend corrective actions.
  • Support continuous improvement and optimization of offshore installation activities.

HSE Responsibilities

  • Demonstrate exemplary H3SEQ leadership throughout all offshore activities.
  • Ensure compliance with Company HSE policies, procedures and applicable regulations.
  • Promote a proactive safety culture onboard installation vessels.
  • Ensure proper implementation of risk assessments and mitigation measures.
  • Support emergency response preparedness and offshore crisis management.
  • Promote Company Ethics, Code of Conduct and Anti-Corruption principles.

Qualifications

Education

  • Engineering Degree or equivalent technical qualification.
  • Offshore Construction or Installation Engineering background preferred.
Experience
  • Minimum 15 years of experience in the Oil & Gas industry, particularly in SURF installation and offshore construction.
  • Extensive experience supervising offshore installation operations.
  • Previous experience on major offshore EPCI projects.
  • Strong construction background with multidisciplinary technical knowledge.
  • Proven experience with SIMOPS and offshore HSE management.
  • Familiarity with Company technical standards and specifications.
  • Knowledge of Surinamese offshore marine and environmental regulations.
