Resettlement Livelihoods Supervisor

Location And Working Conditions:

  • Based in Afungi on a rotational basis
  • Travel to Pemba as required

Job Purpose:

The Resettlement Livelihoods Supervisor is responsible for leading the resettlement livelihoods team and coordinating and overseeing all Implementation Partners responsible for delivering agricultural, fisheries and diversified livelihood development activities.

The position supports the successful implementation of livelihood re-establishment and development programmes committed under the Resettlement Plan.

Project Context:

The Afungi Peninsula is the selected site for the development of the LNG facility, which aims to facilitate the commercialisation of gas resources in Area 1 and Area 4.

An Environmental Impact Assessment was prepared between 2011 and 2014. It identified that access to land and maritime areas would result in the physical and economic displacement of households. A Resettlement Plan was developed accordingly.

Key Responsibilities:

Team Leadership and Development

  • Support the recruitment and onboarding of the livelihoods team.
  • Coach, mentor and upskill team members.
  • Provide adaptive leadership and ongoing support to the team.

Livelihood Programme Management

  • Manage the overall implementation of livelihood re-establishment programmes.
  • Oversee agricultural, fisheries and diversified livelihood development activities.
  • Develop livelihood re-establishment implementation schedules and budgets.
  • Monitor programme implementation, progress and performance.
  • Assess and rank household progress regarding livelihood re-establishment.
  • Justify any changes made to household rankings.

Implementation Partner Management

  • Prepare new Statements of Work for the contracting of Implementation Partners.
  • Review and update existing Statements of Work.
  • Manage Implementation Partners delivering agricultural, fisheries and diversified livelihood re-establishment programmes.
  • Monitor the technical and financial performance of Implementation Partners.
  • Ensure effective coordination between Implementation Partners and relevant stakeholders.

Performance Monitoring and Compliance

  • Support internal and external livelihood performance reviews.
  • Support audits relating to resettlement livelihood programmes.
  • Monitor programme implementation against agreed schedules, budgets and commitments.

Stakeholder Engagement

  • Act as the focal point between Implementation Partners, the Project, Government, affected households and the wider community.
  • Engage with Government representatives, lenders and other stakeholders on matters related to livelihood programme implementation.
  • Develop and maintain effective relationships with local communities, government authorities, Implementation Partners and civil society organisations or NGOs.

  • Support the achievement of the livelihood commitments established under the Resettlement Plan.

Education:

  • University degree in a relevant field, including:
    • Rural Development
    • Economics
    • Sociology

Professional Experience:

  • Minimum of ten years of experience implementing livelihood re-establishment and development programmes in rural settings.
  • Experience working on large-scale resettlement programmes.
  • Proven project management experience.
  • Proven experience managing contracts and large budgets.
  • Experience in technical and financial management and monitoring.
