Position Essentials

  • Solid understanding of O&M scopes (Provision of Lubricants, oils, specialized instruments,
  • Maintenance of Compressors, Rotating equipments, static equipments, facilities, and other support to oil & gas operations) and associated equipment/services markets.
  • Proven capability to lead end-to-end tendering (RFx) and negotiations, including development of negotiation strategies, evaluation methodology and award recommendations.
  • Commercial and contractual acumen to identify/mitigate risk (scope, schedule, payment terms, LDs, warranties, HSE, insurance and compliance).
  • Strong stakeholder management skills; able to influence and align Contract Holders, Technical, Legal, HSE and Finance across geographies.
  • Fluent in both English and Spanish (written and spoken).
  • Availability to align working schedule to various time zones when required (e.g., early start to support Venezuela & Norway stakeholders).

Reports To

O&M Supply Chain EXCE Sr. Manager, based in Bolivia.

Duties And Responsibilities

  • Develop annual business unit (BU) procurement plans and category contracting strategies, aligned with project schedules, budgets and risk profile.
  • Lead end-to-end sourcing events (RFIs/RFQs/RFPs) in Ariba: define sourcing strategy, build tender packages, manage communications and clarifications, and ensure full auditability and compliance.
  • In collaboration with Contract Holders and Technical teams, develop clear scopes of work, commercial models (e.g., lump sum, unit rate, reimbursable), bid evaluation criteria and negotiation plans.
  • Build and maintain should-cost/benchmark models and market intelligence (rates, productivity, indices, supply/demand, vendor capacity) to support budgeting, tendering and negotiation positions.
  • Evaluate bids (technical/commercial) and prepare award recommendations for approval within Repsol and, when applicable, partners and local authorities.
  • Lead negotiations balancing technical, commercial, legal and risk considerations; document negotiation outcomes and secure approvals per Delegation of Authority.
  • Draft, review and finalise contract terms in partnership with Legal, HSE, Finance and Insurance; ensure alignment with corporate standards, JV requirements and local regulations.
  • Manage contract life-cycle activities in Icertis/SAP (as applicable): contract creation, approvals, execution, amendments and close-out.
  • Manage variations/change orders, claims and dispute avoidance; ensure timely assessment, documentation and approvals to protect Repsol’s commercial position.
  • Drive value delivery: identify savings opportunities, track savings/avoidance methodology and ensure realised value is reflected with Finance.
  • Monitor supplier performance (HSE, quality, schedule, cost, responsiveness) and support corrective action plans; conduct supplier evaluation at contract close-out and capture lessons learned.
  • Maintain complete contract files and close-out reports, ensuring traceability and compliance with internal controls and external audit requirements.
  • Provide timely reporting and analytics (pipeline, cycle time, savings, contract status, risks/issues) and contribute to continuous improvement of EXCE procedures and templates.
  • Work effectively across multiple projects simultaneously, prioritising based on business criticality and stakeholder commitments.

Education / Qualifications

  • Degree in Industrial Engineering, Oil Engineering, Business Administration, Economics or related
  • Intermediate or advanced negotiation, Master in business administration or similar, Training associated to the hydrocarbon sector.
  • Specific training on Supply Chain (if applicable)
  • Strong understanding of Microsoft Office Suite (Outlook, Excel, Word, PowerPoint and Teams).
  • Knowledge of SAP / ARIBA

Experience & Knowledge

  • Minimum 5 years of recent experience in Supply Chain/Contracts/Commercial roles within Oil & Gas (or comparable capital-intensive industries), with demonstrated exposure to O&M contracting (e.g., Provision of Lubricants, oils, specialized instruments, Maintenance of Compressors, Rotating equipments, static equipments, facilities, and others).
  • Proven track record managing complex, high-value and/or high-risk contracts, demonstrating sound understanding of contractual, financial, commercial and technical drivers.
  • Experience leading competitive tenders and negotiations, including development of award recommendations, approval packs and audit-ready documentation.
  • Working knowledge of contracting principles and risk allocation (e.g., payment terms, bonds/guarantees, LDs, warranties, indemnities, insurance interfaces, variations/claims management).
  • Excellent written and oral command of English; ability to work professionally in Spanish is required.

  • Highly organised with strong document control and data management skills; maintains audit ready files and confidentiality at all times.
  • Comfortable operating in a demanding, fast-paced environment; able to prioritise across multiple competing deadlines and projects.
  • Continuous improvement mindset; contributes to standardisation of templates, lessons learned and process optimisation through digital tools (e.g., Ariba/Icertis/SAP reporting).
