Main Responsibilities

  • Ensure proper implementation of the H3SE Management System by EPSCC Contractors, in line with contractual Exhibit L, the Project HSE Plan, and applicable regulations and standards.
  • Identify and assess H3SE risks; implement mitigation measures to reduce risk to ALARP (As Low As Reasonably Practicable).
  • Ensure that Job Safety Assessments, Permit to Work systems, Toolbox Talks, and Risk Assessments are conducted and applied correctly.
  • Monitor HSE training programs for both EPSCC and Company personnel, assessing their effectiveness and recommending improvements.
  • Ensure EPSCC Contractors properly manage medical fitness, welfare facilities, and emergency preparedness plans (firefighting, medevac, oil spill response, etc.).
  • Participate actively in emergency response activities and drills as part of the project’s emergency response team.
  • Monitor PPE usage, safety culture, and implementation of anomaly reporting and performance monitoring systems.
  • Participate in regular audits, inspections, walkthroughs, and accident/incident investigations.
  • Ensure proper implementation of industrial hygiene measures (e.g. noise management, sanitation, potable water, heat stress, food safety).
  • Support and coordinate external stakeholder engagements related to H3SE matters.

Required Qualifications & Experience

  • Engineering degree or equivalent.
  • Minimum 10 years of professional experience, including at least 5 years in a similar role.
  • Solid background in H3SE within Oil & Gas construction projects.
  • Previous experience in Oman or the Middle East is a strong advantage.
  • Fluent in English (spoken and written).

Technical Competencies

  • Expertise in HSSE techniques and field application.
  • Strong experience in HSSE auditing and inspection techniques.
  • Solid understanding of engineering and construction methods.
  • Familiarity with Oil & Gas construction, installation, and operational activities.
  • Knowledge in risk identification, assessment, and control methods.
  • Basic understanding of welding, painting/coating, and NDT techniques is a plus.

Other Competencies

  • Knowledge of Company project standards and documentation.
  • Competence in contractor supervision and interface management.
  • Strong communication, team coordination, and reporting skills.
  • Ability to manage priorities and work effectively in multicultural environments.
  • Comfortable using standard office IT tools (Excel, Word, Email).
