FPSO HSE Manager

Mission / Service Dimensions:

  • Oversee Security, Safety, Societal, and Environmental matters for the Venus FPSO Project during all phases: Engineering, Procurement, Supply, Construction, Commissioning, and Installation.
  • Ensure compliance with TotalEnergies and TEPNA policies, procedures, objectives, and international standards.
  • Promote H3SE (Health, Safety, Societal, Environment) within the project.
  • Propose H3SE objectives to the Package Manager.
  • Advise Project Management and team on H3SE matters.
  • Define and review H3SE management systems (Philosophy, Plans, Procedures) for both Project and Contractors.
  • Ensure proper implementation of H3SE policies and procedures.
  • Coordinate H3SE activities within the FPSO Package.
  • Responsible for the Safety Concept for the FPSO Package.
  • Support and enforce Company Group Ethics and Code of Conduct.
  • Liaise for Security matters within the Project.

Key Activities:

  • Track changes in H3SE regulations, standards, and company rules; inform Package Manager of impacts.
  • Monitor and record H3SE activities; assist with presentations and reports.
  • Define and implement H3SE training plans for all EPSCC phases.
  • Organize H3SE risk management reviews (HAZID, HAZOP, SPOT); update risk register.
  • Identify and manage all necessary H3SE studies (by TotalEnergies, TEPNA, or third parties).
  • Develop the Safety Concept in liaison with Package Manager and HSSE/Safety personnel.
  • Supervise and manage the TRA (Task Risk Assessment) study for FPSO.
  • Liaise with Package Manager and HSSE/Safety personnel on H3SE matters.
  • Define H3SE requirements for Contractors; review and audit Contractors’ H3SE management systems.
  • Collect and report H3SE statistics; analyze performance vs. objectives; analyze incidents and organize feedback.
  • Ensure implementation of actions from reviews and audits.
  • Assist Field Operations in preparing commissioning and start-up procedures.
  • Validate H3SE bridging documents for offshore works.
  • Ensure readiness and follow-up of documentation for permitting/licensing.
  • Ensure timely reporting to the Package Manager.
  • Maintain confidentiality of all H3SE documentation.
  • Gather lessons learnt and provide feedback to TotalEnergies entities.

Context & Environment:

  • Operational Environment Ultra-deepwater (approx. 3,000 m), harsh Atlantic conditions.
  • FPSO Capacity Processes 160,000 barrels/day of oil; advanced gas management and re-injection.
  • Mooring 16-line spread-moored system.
  • Development Up to 40 subsea wells tied back to FPSO.
  • Work Environment International, multicultural; position based at EPSCC Contractor premises; frequent missions aboard.

Qualifications & Experience Required

  • Professional Experience 10-20 years
  • Similar Position Experience 10 years in same/equivalent managerial role
  • Education Engineer or equivalent
  • Languages English mandatory
  • Skills Excellent analytical, communication, and reporting skills; ability to work in a fast-paced, multicultural environment
