Head of Training

The service holder will assume a crucial leadership position L&D to join the dynamic team for MARSA LNG Bunkering project, which is a part of the TotalEnergies transition energetic strategy. In this crucial role, responsible for overseeing the day-to-day operation Technical Training Department. The role will ensure all technical training programs are in line MARSA transformation strategy as well as demonstrate best practices to achieve operational excellence. He / She will report directly to the L&D Manager.

They shall technically execute operation development programs for ensuring all capabilities are developed and train technically so they can execute the role and responsibilities in a safe and efficient manner in the production phase.

Main tasks and responsibilities

  • Responsible of Technical Training needs analysis (TNA)
  • Establish, document, and maintain Technical Training programs. This includes a training syllabus and detailed structure for all training courses
  • Develop, implement, integrate, and maintain best-in-class Technical and Engineering/Technicians Training programs to train and develop Engineering/Technicians personnel, that meet regulatory and compliance requirements
  • Manage, implement, review, update & coordinate technical training programs to ensure compliance as required LNG Regulations and industry best practices
  • Develop and implement training policies to ensure compliance with regulatory requirements and to reflect best industry practice
  • Prepare Training Manuals and conduct Approved Type Courses for engineering staff, ensuring to impart up to date knowledge for use with Engineering & Maintenance Operations
  • Manage and oversee the Technical Training short and long-term roster planning capabilities to ensure the department is successfully able to deliver and meet learning demands based on operation and manpower plans (i.e., training capital, course material and operational budget)
  • Design and deliver processes and standards that enable technical training to efficiently utilize its recourses and ensure the highest levels of productivity and operational efficiency
  • Establish and track metrics and KPIs to measure the effectiveness of training programs and adherence with standards
  • Constantly monitor to ensure that all standards and regulations pertaining to technical training are kept up to date and are available adhering to the regulatory requirements
  • Constantly review and recommend upgrades to course manual in order to ensure all trainees are updated with the latest knowledge required for use with operations.
  • Ensure relevant stakeholders (engineers, instructors, and examiners) have full access to all training syllabi, documents, study guides, and relevant material appropriate to the training and testing
  • Assessment and Review of trainees performance against agreed Training plans/program and Maintain all engineers training and testing records
  • Liaise with relevant authorities to obtain the approvals for the applicable training courses, equipment, and facilities
  • Ensure proper and efficient liaison and follow-up with external training facilities
  • Ensuring that sufficient training and checking personnel are available to meet the training requirements
  • Comply with the Company policies and procedures as specified in the relevant manuals
  • Carry out other relevant duties / ad-hoc requests assigned by Management .
  • Build and maintain Competency development framework with focus on technical competencies
  • Develop and maintain for the Training Contract(s) and as Contract Representative, be responsible for the life cycle of the contracts from development of scope of work, call for tender, recommendation and award.

Additional responsibilities

HSE

  • Adopt and demonstrate an exemplary behaviour with regard to HSE, implement HSE rules and requirements within area of responsibility and ensure promote HSE culture.
  • Complain with all HSSE roles and regulations as per Oman Law
  • Develop and maintain the HSE Training Matrix

Personnel Development & Competency

  • Provide technical support to Operation development program
  • Developing OJT Framework and rollout during the OpsDP
  • Follow the Leaders for Performance management of Technician and operators
  • Coaching and mentoring Technion & operators.
  • Develop Successor Development Plan for Technician and operators
  • Maintain and conduct competency Assessment for Technician and operators

Apprenticeship Program

General

  • Ensure Company rules and specifications are implemented throughout the project for all electrical and instrumentation topics.

Requirements

  • Professional Experience: Bachelor’s degree in engineering or relevant discipline
  • Engineering Degree or a Master is required for Immigration
  • Excellent knowledge of written, read, and spoken English (required)
  • OPITO Certified Assessor
  • TOT certified
  • Expertise in Engineering Training and development, experience as a Trainer and Examiner
  • 10-12+ years of LNG experience of which +5 years in technical training
  • Practical knowledge of technical training and engineering regulatory requirements
  • Demonstrated success in collaborating effectively with cross-functional teams to drive cross-functional initiatives
