Reporting Line Company Site Representative and Survey Manager

Role Overview

The Offshore HSE Supervisor is responsible for overseeing Health, Safety, Security, Societal and Environmental (HSE) performance during offshore geophysical and shallow geotechnical survey operations.

The position supports the Company Site Representative and Survey Manager in ensuring that all offshore survey activities are conducted safely and in compliance with Company HSE standards, contractual requirements and applicable industry regulations.

The HSE Supervisor plays a key role in monitoring Contractor HSE performance, promoting a proactive safety culture, identifying operational risks and implementing continuous improvement initiatives.

The position also provides functional reporting to the Company's HSE Division regarding significant HSE concerns, operational risks and recommended mitigation measures.

Key Responsibilities

HSE Leadership & Safety Culture

  • Promote a strong HSE culture throughout offshore survey operations.
  • Encourage proactive safety leadership and positive safety behaviours.
  • Support effective communication between offshore management, supervisors and operational personnel.
  • Promote the use of safety observations and interventions.
  • Encourage reporting of:
    • Safe and unsafe conditions.
    • Near misses.
    • Unsafe behaviours.
    • Opportunities for improvement.
  • Coach operational personnel and supervisors on HSE responsibilities.
  • Monitor the implementation and effectiveness of agreed corrective actions.
  • Promote Company safety campaigns and Life Saving Rules.

Contractor HSE Management

  • Monitor Contractor compliance with contractual HSE requirements.
  • Review and assess the effectiveness of the Contractor's HSE Management System (HSE-MS).
  • Verify implementation of:
    • Permit to Work (PTW) procedures.
    • Isolation procedures.
    • Subcontractor HSE management.
    • Management of Change (MOC).
    • Work Instructions (WI).
    • Risk Assessments (RA).
    • Pre-job planning.
    • Toolbox Talks.
  • Ensure HSE requirements are properly integrated into offshore survey operations.
  • Engage with Contractor management to identify and implement improvements.
  • Monitor the quality and effectiveness of HSE procedures and operational controls.

Risk Assessment & Operational Safety:

  • Regularly review the Project HSE Risk Assessment.
  • Monitor HSE risks associated with geophysical and geotechnical survey activities.
  • Ensure appropriate risk mitigation measures are implemented.
  • Participate in operational risk assessments and safety reviews.
  • Monitor safe execution of offshore survey activities.
  • Verify that personnel understand operational risks and associated control measures.
  • Promote the use of Stop Work Authority / Time Out for Safety whenever unsafe conditions arise.

HSE Inspections, Audits & Training

  • Participate in planned HSE activities, including:
    • Offshore safety inspections.
    • Cross-inspections.
    • Emergency drills.
    • Safety training.
    • HSE awareness campaigns.
  • Support internal and external HSE audits.
  • Review audit findings and verify effective closure of corrective actions.
  • Monitor compliance with Company HSE requirements.
  • Identify constraints preventing compliance and recommend appropriate solutions.
  • Provide regular audit follow-up reports to Project Management.

Incident Investigation & Corrective Actions

  • Support and coach Contractor personnel during incident and accident investigations.
  • Review Contractor incident and accident investigation reports.
  • Verify the quality and completeness of investigation findings.
  • Ensure incident reports are reviewed before submission for Company approval.
  • Follow up incident reporting and action tracking within the Synergi database.
  • Identify HSE trends and recurring incidents.
  • Promote the communication of lessons learned.
  • Verify timely closure of corrective and preventive actions.

HSE Performance Monitoring

  • Monitor Contractor HSE performance throughout offshore survey operations.
  • Review proactive and reactive HSE indicators.
  • Monitor leading and lagging HSE KPIs.
  • Verify the accuracy of HSE performance data.
  • Support validation and monitoring of contractual HSE incentive indicators.
  • Identify opportunities for continuous improvement.
  • Ensure effective communication of HSE performance to the Company.

HSE Reporting & Documentation

  • Prepare and submit regular HSE reports.
  • Ensure accurate reporting to Company management and the HSE Division.
  • Maintain HSE action tracking registers.
  • Monitor outstanding corrective actions and audit findings.
  • Prepare HSE close-out documentation.
  • Support the preparation of final project HSE reports.

  • Maintain a strong working relationship with Contractor offshore management.
Qualifications

Education

  • Relevant technical or HSE qualification.
  • Recognized professional HSE training and certifications.
Experience
  • Minimum 5 years of experience supervising Health, Safety, Security, Societal and Environmental activities within the Oil & Gas industry.
  • Previous experience in offshore geophysical and geotechnical survey operations is highly desirable.
  • Experience supervising Contractor HSE performance.
  • Strong background in offshore risk management and operational safety.
  • Experience conducting HSE inspections, audits and incident investigations.
  • Familiarity with offshore survey operations and associated environmental challenges.
