National Operations and Liaison Coordinator (NOLC)

Key Accountabilities and tasks

  • As directed by the site OLS (or in his absence OLC) carry out Liaison duties to the standard expected, and as explained during the induction period.
  • Display a thorough knowledge and understanding of how the QA/QC process works and is competent in carrying out this process to the required standard.
  • Understand and complete a Security Examination Report (SER) and demonstrate how it links in to the QA/QC data base.
  • Understand and complete a Security Job Analysis (SJA).
  • Understand and deliver a Security Walk and Talk (SWAT)
  • Be able to operate the BGAN system unaided.
  • Provide a direct operational rile in supplying assurance, support and advice to the SSI and contractor guards in conjunction with the site OLS to ensure that all JV project internal and external security standards are achieved.
  • Be aware of JV reputational issues and apply measures n day to day liaison activities which respect to these issues.
  • Contribute to Crisis and Emergency Response Planning, training and execution as required.
  • Understand and be fully versed with the JV’s transportation policy and road safety stipulations and apply them accordingly.
  • Stand to as Emergency First Responder when required.
  • Produce written reports for the Liaison function as required.
  • Report to the OLS regularly and as required.

HMD Escort NOLC

  • The HMD escort team provide coordination and liaison for the secure transport of expat personal to and from the secure zone, airport and other relevant HMD sites.
  • The Escort NOLC ensures that all expat personal transit in and out of the HMD airport hub in a safe and secure environment ensuring that duty of care is provided at all times.
  • The Escort NOLC is to assume the role of `on scene commander` for all incidents outside of the Base 24 Février. Reporting directly to the IMT if and when required.

Operating environment

Position is based at one or several of the client sites, at the discretion of the Liaison Team Leader. The NOLC might be moved / transferred depending on the requirements of the client and Liaison team.

Framework, boundaries and decision making

Work is carried out based on client policies, procedure, standard practice and an ethical business stance. Clear boundaries and reporting lines are in place to ensure client requirements are met and also promote “Best Practice” within the IOC community.

Required knowledge, Skills, Experience and Competencies

Basic qualification & Knowledge for the position include:

  • Demonstrate knowledge of risk and security management with a minimum of 5 years’ experience in security management or HSE environment.
  • Strong knowledge and experience in corporate risk and security management, preferably with some experience outside of Algeria.
  • Strong knowledge and experience of risk mitigation and analysis as well as physical security systems.
  • Understanding of business continuity model.
  • Must be MIRA qualified, or equivalent advanced medical training for remote areas at all times.
  • Working experiences with foreign / multinational companies and organisations highly valued.

Experience and Skills required for the position include

  • Minimum of 5 years in risk and security management, or equivalent.
  • Must have relevant security experience from military, police or industry which enables him/her to deliver in the position from a professional capacity.
  • Experience in instruction, coaching, training and/or mentoring.
  • Must be fluent in written and spoken Arabic, French and English.
  • Proficiency in Microsoft Office and IT.
  • Good organizational skills.
  • Ability to work in multicultural environments and relate to all levels of staff.

Personal Qualities required for the position include

  • Highly committed and hardworking security professional with an adaptable approach.
  • Ability to work operationally in a team or independently.
  • Reliable person that can work in a high-pressure environment including long working hours.
  • Good communication skills and flexibility to work with local internal security units and local armed forces elements.
  • Continuous professional development is a key element in developing the team moving forward and this would be an expectation for any potential candidate.
