SCOPE OF THE POSITION
Support and advice HSE and Project team on the implementation of an Integrated HSE Risk based Management System at the MODU, in order to deliver a safe performance that meets or exceeds the Project safety objectives expectations. To prevent accident / incident occurrence which comply to corporate standard on Health, Safety and Environment Policy and Procedures.
This Position is located offshore Spain 28/28.
DUTIES AND RESPSONSIBILITIES
· · Be a visible safety leader by demonstrating and reinforcing adherence to Repsol and the Drilling Company mission and values and personal accountability for health, safety, and the environment.
· Provide visible HSE support to the Repsol Project Team
· Implement the Declaration of Impact Assessment (DIA) requirements and Environmental Monitoring Plan.
· Actively participate in Repsol’s risk management programs, including Major Accident Hazard (MAH) Bow-Tie analysis, Operational Hazard Identification (HAZID), and the Management of Change (MoC) process. Ensure compliance with all related standards and procedures.
· Provide analysis tracking of MODU HSE hazards as part of Pre-Start Safety Reviews, Mechanical Integrity & Critical Equipment inspections, and Incident investigation processes. Review and follow up.
· Verify that all personnel have completed mandatory HSE training prior to mobilization to Repsol project locations. Maintain accurate Personnel on Board (POB) records, including certifications and relevant documentation.
· Deliver the Repsol HSE induction onboard the MODU and ensure all personnel are informed of Repsol's HSE objectives, minimum requirements, and behavioural expectations.
· Ensure that the offshore contractor’s training matrices are kept up to date and that their employees are compliant of the training required to perform their job.
· Manage and control Contractor and Subcontractor HSE Management in Repsol HSE Management tool for contractors (ISNetworld).
· Participate as the Onsite Safety Rep for Emergency Response Team as part of the Emergency Response Plan.
· Support field execution of contractors Health Safety and Environment program. Assist with implementation of Contractor HSE bridging document Requirements, as well as coordinate critical HSE safe work practices field audits of confined space, safety equipment by-pass, fall protection, crane operations, lockout/tagout, work permits and job safety analysis.
· Advising drilling supervisors and personnel on safety, health, and environmental related issues.
· Define the proper safety procedures to implement the risk minimization measures.
· Coordinate and conduct safety campaigns, to improve employee’s awareness in safety aspects.
· Lead and actively participate on the Safety Observation Program to achieve observation objectives of the project. Keep track of open actions and follow-up on closing items.
· Liaise with Contractors HSE representatives.
· Perform regular inspections of Safety Critical Tasks, PTW system, and record findings. Identify unsafe conditions and appropriate actions for implementing the pertinent corrective actions.
· Supervise the implementation of Passive Acoustic Monitoring (PAM) and Marine Mammal Observer (MMO) activities to ensure full compliance with environmental and regulatory requirements.
· Oversee the safe handling, management, and transport of Naturally Occurring Radioactive Material (NORM) in accordance with applicable regulations and company procedures.
· Participate in crew safety meetings and supervisors’ meetings as requested; present topics at the Weekly Safety Meeting.
· Participate in Toolbox talks and monitor Job Risk Assessments (JRA), to ensure that all personnel understand their own task for the job.
· Assist in conducting emergency training exercises as needed at the rig.
· Monitor HSE performance and recommend actions to improve.
· Provide daily, weekly, and monthly HSE reporting in support of day-to-day drilling activities.
· Consolidate HSE statistics and final reports for drilling operations.
· Coordinate HSE requirements in contractor selection and evaluation work for both planned and unplanned work.
· Ensure a systematic communication process is in place for key performance indicators especially agency notification of reportable incident and accident reporting.
· Identify unsafe conditions and appropriate actions for implementing the pertinent corrective actions
· Ensure timely and accurate reporting of contractor incidents, near-misses, and HSE performance indicators. Record all incidents in Repsol’s Synergi database and monitor the implementation and close-out of corrective and preventive actions.
· Conducting safety assessments of all areas at the rig to determine quality and effectiveness of the safety management systems.
· Analyse risk related to facility Site inspections, monthly reporting, and Critical Skills Analysis.
· Set schedule and conduct Health, Safety, and Environment inspections as stated in Repsol and local regulations.
· Conduct worksite audits, coaching and mentoring to ensure compliance with safe working practices and all applicable regulations and requirements.
· Maintain a strong presence at the worksite, especially in high-risk, high-activity areas (i.e. deck, drill floor).
· Confirm Stop Work Authority is exercised promptly and integral to the Project safety culture.
· Effectively contribute to Management of Change and Non-Conformance Management through compliance with Change and Non-Conformance Procedures, and follow up in Synergi, as required.
· Conduct formal and informal performance appraisals, which include measuring performance (as applicable).
· Responsible for follow up and quality control of the recommended actions arising from the incident investigation reports.
· Gather and analyse leading and lagging indicators to continuously improve safety performance.
· Ensure environmental aspects are managed and full compliance of the DIA and PVA and Waste Management Plan is achieved.
· Ensure appropriate waste handling, storage and disposal.
· Assist the Drilling Supervisor and the OIM in monitoring the PTW and isolation system and archiving these documents.
EDUCATION / QUALIFICATIONS
· Professional Safety certification and an Associate's degree (or higher) in Occupational Health, Safety, Environmental Science, or a related field; or
· A minimum of 20 years of verifiable experience in HSE roles within the offshore Oil & Gas industry, specifically in Mobile Offshore Drilling Units (MODUs), may be considered in lieu of formal education.
· NEBOSH International Technical Certificate in Oil and Gas Operational Safety or NEBOSH HSE Certificate in Process Safety Management or equivalent certificate in HSE Management.
· Knowledge and understanding of the local and international Regulations and standards on Workplace Safety and Environment
· Proficiency with Microsoft Office tools such as Word, Excel, Access, PowerPoint, SharePoint and Outlook.
· Excellent written and oral command of the English and Spanish languages. |
· Valid Offshore Survival certification (BOSIET).
Valid Medical certification (medical fitness to work specific for job).
EXPERIENCE & KNOWLEDGE
· Must be legally authorized to work in Spain
· At least 15 years in the upstream oil and gas, D&C offshore experience preferred.
· Knowledge and understanding of the local and international O&G Safety regulations and standards.
· Knowledge and understanding of the local regulations on waste management and classification.
· Knowledge of HSE auditing of Marine Vessels and Mobile Offshore Drilling Units.
· Knowledge and experience in Emergency Management, as well as incident reporting and investigation.
Experience in Spain is advantageous.
