HSE Officer at Well Site

Key Responsibilities

  • Implement and monitor the company's HSE policies, procedures, standards, and project-specific requirements at the well site.
  • Conduct regular site inspections, safety observations, and HSE audits to identify unsafe acts, unsafe conditions, and potential hazards.
  • Provide HSE guidance and support to drilling, well services, maintenance, logistics, construction, and support teams.
  • Monitor compliance with approved risk assessments, Job Safety Analyses (JSA), Method Statements, and Safe Work Procedures.
  • Ensure that Permit to Work (PTW) systems are properly implemented and followed.
  • Participate in pre-job meetings, toolbox talks, daily safety meetings, and operational coordination meetings.
  • Conduct toolbox talks and safety briefings as required.
  • Monitor high-risk activities, including lifting operations, working at height, hot work, confined space entry, excavation, electrical work, pressure testing, vehicle movements, and simultaneous operations (SIMOPS).
  • Monitor drilling and well-site activities to ensure appropriate safety controls are in place.
  • Verify that personnel use the required Personal Protective Equipment (PPE).
  • Ensure emergency equipment, fire-fighting equipment, first-aid facilities, spill-response equipment, and other safety resources are available and maintained.
  • Participate in emergency drills and exercises and provide recommendations for improvement.
  • Support the implementation of emergency response and evacuation procedures.
  • Report and investigate incidents, near misses, unsafe conditions, and environmental events.
  • Assist with root-cause analysis and development of corrective and preventive actions.
  • Maintain accurate HSE records, reports, inspection checklists, incident records, and action trackers.
  • Monitor and follow up on corrective actions until satisfactory close-out.
  • Promote Stop Work Authority and encourage personnel to intervene when unsafe conditions are observed.
  • Monitor contractor and subcontractor HSE performance and compliance.
  • Participate in contractor HSE meetings and performance reviews.
  • Ensure appropriate waste-management and environmental controls are implemented at the well site.
  • Monitor chemical handling, storage, labeling, and disposal requirements.
  • Monitor spill prevention and response arrangements.
  • Support safe management of fuel, lubricants, chemicals, and hazardous materials.
  • Monitor site housekeeping and ensure work areas are maintained in a safe condition.
  • Monitor road and vehicle safety requirements, including journey-management controls where applicable.
  • Assist in ensuring adequate welfare, hygiene, accommodation, and occupational-health arrangements for site personnel.
  • Provide HSE statistics and performance reports to the HSE Manager and project management.
  • Promote continuous improvement of HSE performance across the well-site operation.

Well-Site HSE Responsibilities

The HSE Officer shall provide direct HSE support and monitoring for activities including:

  • Drilling and well-control-related operations.
  • Rig-up and rig-down activities.
  • Wellhead and well-site operations.
  • Pressure testing and pressure-control equipment activities.
  • Lifting and material-handling operations.
  • Tubular handling and pipe operations.
  • Mud-system and drilling-fluid activities.
  • Cementing and well-services operations.
  • Wireline and other well-intervention activities, where applicable.
  • Fuel and chemical handling.
  • Electrical and mechanical maintenance.
  • Hot work and cold work.
  • Working at height.
  • Confined-space activities.
  • Vehicle and heavy-equipment operations.
  • Camp and welfare activities.
  • Waste management and environmental protection.
  • Simultaneous operations and critical activities.

Permit to Work & Risk Management

The HSE Officer shall actively support the implementation of the site's risk-management and Permit to Work systems, including:

  • Review and monitor PTW compliance.
  • Participate in Job Safety Analysis and risk assessments.
  • Verify that identified control measures are implemented at the worksite.
  • Monitor isolations and energy-control requirements.
  • Verify that personnel understand the hazards and controls before commencing work.
  • Stop or escalate activities when critical safety controls are missing or ineffective.
  • Participate in SIMOPS planning and monitoring.

Emergency Response

  • Maintain familiarity with the site's Emergency Response Plan.
  • Participate in emergency response drills and exercises.
  • Support emergency evacuation, muster, and headcount procedures.
  • Assist with fire, medical, spill, and other emergency response activities.
  • Ensure emergency routes, muster points, fire equipment, and emergency facilities remain accessible.
  • Report deficiencies and follow up on corrective actions.
  • Support communication and coordination during emergency situations.

Environmental Responsibilities

  • Monitor compliance with environmental requirements and project procedures.
  • Monitor waste segregation, storage, transportation, and disposal.
  • Ensure appropriate controls are in place for spills and potential releases.
  • Conduct environmental inspections and observations.
  • Monitor chemical and hazardous-material storage.
  • Report environmental incidents and assist with investigations.
  • Promote prevention of soil, water, and air contamination.
  • Support environmental awareness programs at the well site.

Reporting & Documentation

The HSE Officer will maintain and prepare:

  • Daily HSE reports.
  • Weekly and monthly HSE statistics.
  • Safety observation reports.
  • Inspection and audit reports.
  • Incident and near-miss reports.
  • Corrective-action registers.
  • Toolbox-talk records.
  • Training and induction records.
  • PTW and JSA monitoring records.
  • Emergency drill reports.
  • Environmental inspection records.
  • HSE KPI reports.

Qualifications & Experience

  • Degree, diploma, or recognized qualification in Occupational Health & Safety, Environmental Management, Engineering, or a related discipline.
  • Relevant HSE certification such as NEBOSH, IOSH, or equivalent is preferred.
  • Minimum 3-5 years of HSE experience, preferably within the Oil & Gas industry.
  • Previous experience on onshore drilling rigs, well sites, or oilfield projects is highly desirable.
  • Experience working in remote and high-risk field environments.
  • Knowledge of drilling, well-site, lifting, PTW, risk assessment, and emergency-response activities.
  • Experience with incident investigation and root-cause analysis.
  • Experience monitoring contractors and subcontractors.
  • Knowledge of environmental and waste-management requirements.
