Context & Environment

The LNG BUNKERING project will develop in Oman a regional hub for LNG bunkering service to ultimately supply LNG as fuel to marine vessels. The feed gas will come from Company's equity gas entitlement of Greater Barik field.

Mission/Service Dimensions

• Hse To support the deployment and application of HSE principles and rules as a core value within CPY and CTR teams.
• Deputy To assist as a deputy the Construction Management in the different task that will be delegated.
• Construction Engineering To manage and coordinate the Construction Engineering and as such ensure all the Construction Engineering is performed in a timely manner and implemented during the execution.
• CoordinationTo contribute with the Construction Manager to the management of all construction activities related to the LNG Plant, i.e., the Construction Supervision, Pre-commissioning and Completion of Punch until Hand-Over to Commissioning team.
• ProgressTo control and ensure the progress of construction engineering, preparation, and activities during construction are in line with the overall project execution within the project budget, schedule, and Statement of Requirements up to completion.
• Compliance To ensure the compliance of construction activities with the Project specific technical referential, Project HSE rules, Contract Rules & Procedures developed, relevant partners Guidelines and Procedures as well as best work practices.
• Plant Performance To warranty the good performance of LNG Plant, i.e., ensuring that it is fit for purpose, operable, maintainable, and reliable. In that respect, he will keep close contact and cooperate pro-actively with the HSE manager, Engineering Manager, QA/QC Manager, Commissioning Manager and Project Field Operations Manager.
• In-Country ValueTo implement the In-Country-Value Plan as approved by the Project Partners and to motivate Contractors to effectively carry out all necessary steps (including recruitment & training of local personnel and procurement of local goods).
• Interface To advise and support strongly the project team to ensure efficient integration with other packages activities such as the LNG Tank, Port of Sohar, Power supply company, Water supply and, sewage company, OQ Gas network company, Advario condensate storage company, bunkering and LNG Carrier entities, etc.

Activities

He is responsible on behalf of the construction Manager for all the activities relative to the Project in the following domains:

• Implementation of construction management philosophy and strategy deployment for all the facilities encompassed within the project, according to the project objectives and the Marsa LNG organization.
• Guide the defined organisation for all construction activities and promote motivation and leadership at all level.
• Continuous contact with EPC contractors to ensure that all technical, contractual, and cost information at his perimeter are properly recorded, collated and available.
• Assist the Construction Manager in coordination with LNG Plant package Manager and other packages to minimize CPY LNG exposure to any claim from Contractors with arguments and supporting documents.
• Support when required the pre-qualification process of EPC contractor propose Sub-Contractors.
• Follow-up the Construction administration and contributed actively to the day to day problem solving regarding the administrative environment of Construction activities
• Upon Construction Manager instruction and depending on Project progress act as site representative.

Qualifications & Experience Required

• Professional Experience +5 (incl. experience in Middle East as a preference)
• Experience in similar position (years)+5 (or in management major international construction contracts / EPC)
• Education Level / Diploma: Engineering degree required
• Languages English
