Cost Control and planning engineer [Service manager]

The Cost Control & Planning Engineer (Project Services Manager) is responsible for leading, coordinating, and managing all project support services—including cost control, planning & scheduling, document control, procurement support, logistics, and administrative services. The position acts as a central interface between project management, corporate functions, contractors, and client teams to ensure the project is executed safely, efficiently, within budget, and in full compliance with contractual and regulatory requirements.

Key Responsibilities

Project Support & Coordination

  • Manage all project service functions including cost control, planning, scheduling, document control, logistics, and procurement support for a subsea piping scheme integrated with offshore and onshore facilities.
  • Coordinate project services during all EPC/EPCIC phases (Engineering, Procurement, Construction, Installation, Commissioning).
  • Develop and maintain the Project Services Execution Plan in alignment with company procedures and client requirements.
  • Serve as the operational bridge between technical teams and corporate support departments.

Cost & Budget Management

  • Lead project cost control and forecasting activities.
  • Monitor budgets, track expenditures, and identify cost trends or deviations.
  • Prepare periodic cost reports, budget updates, and variance analyses for the Project Manager.
  • Support preparation of cash flow projections and cost-to-complete assessments.

Planning & Scheduling

  • Oversee development and maintenance of detailed project schedules covering engineering, procurement, construction, installation, and commissioning.
  • Integrate contractor and subcontractor schedules into the overall master schedule.
  • Monitor progress, evaluate critical paths, and identify schedule risks or delays.
  • Prepare schedule reports, progress S-curves, and key performance indicators.

Procurement & Contracts Support

  • Coordinate with procurement teams to ensure timely availability of materials, equipment, and services.
  • Support contract administration activities such as reviewing commercial terms, monitoring contractor performance, evaluating claims, and tracking variations.
  • Ensure complete and compliant vendor documentation in line with quality and contractual requirements.

Logistics & Offshore Coordination

  • Manage mobilization and demobilization of personnel, materials, and equipment for onshore and offshore operations.
  • Oversee marine logistics, transportation, customs clearance, and shipment planning.
  • Ensure SIMOPS requirements and offshore operational constraints are incorporated into logistics plans.
  • Coordinate with marine spread providers and operational teams.

Document Control & Reporting

  • Lead project document control activities ensuring accurate registration, tracking, distribution, and archiving of project documents.
  • Ensure compliance with contractual submittal procedures and client documentation standards.
  • Prepare and issue weekly/monthly project services reports for internal management and client review.

HSE & Compliance

  • Ensure all project services activities adhere to company HSE policies, client expectations, and local regulatory requirements.
  • Promote a safety-first culture across the project support services team.
  • Ensure compliance with project procedures, Employer requirements, and industry regulations.

Project Phase Responsibilities

Planning Phase

  • Develop subsea piping scheme components within the overall program master schedule.
  • Structure the capital cost ledger and define relevant cost areas.
  • Plan offshore logistics, crew rotations, and material shipments.

Execution Phase

  • Supervise cost control, document control, and procurement support teams.
  • Coordinate service vessel schedules and manage simultaneous operations (SIMOPS).
  • Ensure timely delivery of project services in support of construction and installation.

Monitoring Phase

  • Track cost and schedule performance against baselines.
  • Manage progress reporting and highlight deviations.
  • Monitor offshore execution activities and alignment with the approved plan.

Compliance Phase

  • Ensure full compliance with project procedures, quality requirements, and contractual obligations.
  • Confirm offshore operations adhere to Employer and regulatory standards.
  • Maintain audit-ready documentation and support project closeout requirements.

Minimum Qualifications

  • Bachelor of Science Degree (BSc) in Engineering from an accredited university.
  • Minimum 15 years of experience in project services/project controls after earning the BSc degree.
  • Excellent spoken and written English, with proven capability to produce high-quality reports.
