• Status: Residential (5 to 6 days/week)

Activities

H3SE Supervision & Compliance

  • Interface with HSE teams of EPSCC contractors, subcontractors, local authorities, and partners.
  • Ensure H3SE risks are identified, assessed, and mitigated to an as low as reasonably practicable (ALARP) level.
  • Ensure that EPSCC contractors implement H3SE management systems based on approved plans, contractual requirements, and international standards.
  • Monitor and report H3SE performance indicators for the LNG project.
  • Oversee fitness to work, health, and welfare of contractor personnel, ensuring compliance with health monitoring protocols.

Audits, Inspections & Risk Assessments

  • Ensure EPSCC contractors conduct H3SE internal audits and inspections as scheduled.
  • Conduct risk assessments, hazard identification (HAZID), and job risk assessments (JRA) for critical site operations.
  • Verify the implementation of personal protective equipment (PPE) management plans by EPSCC contractors.
  • Ensure contractors comply with industrial hygiene management plans (heat stress management, food safety, water sanitation, ambient noise monitoring).
  • Participate in incident investigations, perform cause tree analysis, and define preventive action plans.

Emergency Response & Safety Culture Development

  • Ensure EPSCC contractors establish emergency response plans, including medevac in alignment with SIPC and Company’s emergency response frameworks.
  • Ensure contractors regularly conduct emergency drills and response exercises.
  • Actively participate in H3SE committee meetings and safety culture programs.
  • Monitor the quality of H3SE training and induction sessions organized by EPSCC contractors.
  • Ensure EPSCC contractors maintain an anomaly and incident reporting system with consolidated H3SE reports.

Security & Regulatory Compliance

  • Ensure EPSCC contractors conduct security risk assessments and develop site security control plans.
  • Monitor compliance with hazardous materials management, radioactive source handling, SIMOP/COMOP protocols, and change management procedures.
  • Coordinate with local authorities for H3SE regulatory compliance and reporting obligations.

Reporting & Stakeholder Management

  • Participate in the preparation of periodic H3SE reports for internal and external stakeholders, including Omani authorities.
  • Consolidate and evaluate H3SE key performance indicators (KPIs) for the project.
  • Support technical project reviews and internal/external audits (including audits related to project financing).
  • Maintain regular engagement with workers, local communities, and industry stakeholders in coordination with EPSCC contractors.

Working Relations

  • Internal: Coordination with H3SE Lead - Construction, project management, and other operational teams.
  • External: Interface with EPSCC contractors, subcontractors, local Omani authorities, and industry partners.

Authority & Responsibilities

  • Ensure H3SE risk mitigation and compliance during all phases of EPSCC construction.
  • Guarantee that H3SE personnel, equipment, and services meet project requirements.
  • Promote continuous improvement in health, safety, and environmental performance.
  • Ensure that all regulatory and contractual H3SE obligations are met.

Qualifications & Experience Required

  • 10+ years of experience in a similar H3SE supervisory role
  • Extensive experience managing H3SE systems in EPSCC environments
  • Strong background in H3SE risk management, auditing, and compliance monitoring
  • Experience in implementing safety culture programs and emergency response protocols

Technical Expertise

  • Strong knowledge of HSSE techniques, construction & installation safety, and industrial hygiene management
  • Hands-on experience in H3SE audits, inspections, and regulatory compliance assessments
  • Proficiency in risk identification, assessment, and mitigation methodologies
  • Knowledge of permit-to-work systems, hazardous material handling, and job risk assessments

Certifications (Preferred)

  • Recognized H3SE or Safety Management certifications
  • Certified Incident Investigation (e.g., Cause Tree Analysis, Root Cause Analysis)
  • Familiarity with ISO 45001, ISO 14001, and OSHA safety standards |

  • Strong leadership and team management abilities
  • Ability to coordinate across multidisciplinary teams
  • Excellent communication and negotiation skills
  • Structured, analytical, and proactive approach to problem-solving

Languages

  • Fluent in English (mandatory)
