Leads the Operations Team. The primary objective is to achieve the safe, compliant, reliable, and optimum operations of the oil & gas Central Processing Facilities (CPF), wellheads and production exports sites.
Is responsible for overseeing the efficient and safe execution of operations, providing technical guidance. This role requires strong leadership and communication skills.
Ensures the site compliant with all applicable internal/external regulations and standards, maintains appropriate equipment and process monitoring/maintenance programs, adheres to established procedures and good operating/maintenance practices.
Participates in development and execution of the process operations/optimization plan, develops appropriate long-term asset strategic and plans, develops organizational capability within the team and support functions.
Reporting
The Site Superintendent reports to the YNG Technical Manager.
He works in close collaboration with YNG field HSE Officer in order to smoothly execute, monitor and upgrade the LTT Project HSSE Plan.
Key Accountabilities
Leadership & Personnel Development
Accountable for the supervision, development, and performance management of the operations team including recruiting and succession planning.
Accountable for the development of the training and personnel development strategy.
Accountable for development and achievement of annual business plans and company goals.
Accountable to create and sustain an effective team culture of engagement and enrolment, ensuring all hourly and salaried members of the unit team have input and an opportunity to contribute to the business.
Health, Safety & Environment Compliance
Accountable for unit Process Safety and Personnel and contractor Safety.
Accountable for compliance with all pertinent environmental regulations, including monitoring and reporting of any variances.
Accountable compliance with all internal/external regulatory requirements (HSSE, Process Safety, Management of Change, Mechanical Integrity, Control of Work, Compliance Reporting, Action Item Closure, etc.).
Accountable compliance with all applicable process and personnel safety expectations (Site Technical Practices, Manual of Safety Procedures, Control of Work, etc.).
Serves in a defined role in the Incident Response Team (IMT).
Accountable for development and delivery of multi-year business plans to achieve long term HSSE, operational and financial performance objectives.
To monitor the health care provision and report on any improvement areas required or any health trends that could cause increased personnel or business risk.
Issues a daily HSE Report, reporting on HSE performance, including non-compliances, emergency and safety equipment readiness and HSE action closeout status against a tracking sheet, worked hours, security issues, near misses, incidents / accidents etc….
Keep an updated inventory of the Personnel Protected Equipment and Safety & Emergency Equipment in the field.
Where appropriate runs appropriate HSE training sessions (safety, environment, fire, etc… drills) for all YNG Exploration and 3rd Party Contractor personnel.
Ensure that regulatory quality & safety system are met in the area. (Specially whish required by governorate authority and communities participates).
Operations and Maintenance
Supervise CPF staff that maintains and services oil and gas production facilities respecting under safety Company and National standards.
Oversee testing and monitoring of wells, pumps, treatment, storage facilities, field vehicles and other equipment,
Deliver all types of work permits within the CPF, the wells to be hook up to the CPF & the products export sites,
Assist the Project execution, construction, civil & mechanical works, commissioning and start up and any other related activities connected to the field.
Manage contractor relationships in relation to health, safety, and environmental performance.
Provide direction to support needs for future projects in the area, including manpower with the ability to manage contract resources by work assignments, scheduling of overtime, and safety training for all team members.
Assist the technical Manager in budgeting, monthly production forecasting, reserves evaluation and AFE preparation.
Take responsibility for the operation & maintenance of equipment.
Liaise with Tunis office to keep them informed of CPF activities progress.
Responsible for the planning, coordination and direction of production operations and projects.
Distribute to Tunis Office daily, weekly operational, safety and production reports.
Responsible for petroleum product movements in and out of pipeline pump stations, gas expedition units and custody transfer activities with connecting carriers (STEG, TRAPSA, Etc.) and customers.
Participate in the process of safety gaps identification program and associated actions plans.
Perform other tasks or projects as requested by Technical Manager and Operation Manager.
Prepare, ensure the installation of living camp, and control its operation for testing and production period.
Accountable for development and delivery of effective equipment and process monitoring and care plan (rounds/duties for Operators and Support Staff, preventative/predictive maintenance, operating envelopes, long term unit health monitoring, etc.).
Accountable for development and delivery of the annual routine operations and maintenance budgets, variable expense (energy, chemicals, catalyst), and capital projects.

Conduct all duties related to the daily CPF production operations.
Issue Daily, monthly & yearly Reports including worked hours, personnel on site (POB).
Requirements and Qualifications
Bachelor’s degree with 12 in drilling and production operations, with at least 10 years in a supervisory role.
Previous experience in site operations and core processing, preferably in a supervisory or leadership role required.
Excellent communication and interpersonal skills, with the ability to effectively communicate with team members and stakeholders at various levels of the organization.
Excellent knowledge of legislation and procedures in operations, maintenance, safety, health and environment.
Must be competent and comprehend complex operations.

Desert Driving Training
Proficient in MS Office
Had previously worked on one of YNG project will be preferred.
The candidate must have a valid Fitness to Work Certificate.
