CONTRACTOR’s PERSONNEL is accountable for the following activities:
As responsible for HSE construction activities, he fully understands, develops and promotes HSE policy (Incident Free, 10 Golden rules, etc.), culture and objectives for the project.
HSE supervision of the daily construction activities on the yard and during offshore campaign
Special HSE focus on Lifting and Rigging activities, Scaffolding activities and Working on Height. Empowered to stop any activity if deemed endangering or threatening workers’ life or physical integrity.
ACTIVITIES
HSE Supervision of the Construction activities: ensure that the work is carried out in compliance with COMPANY values and policies, relevant laws and regulations, agreed COMPANY priorities and objectives, COMPANY standards and procedures and good industry practices.
Perform and establish good communication between COMPANY and EPC Contractor
Motivate EPC Contractor, Sub Contractor and COMPANY personnel in order to achieve HSE targets
Being “visible in the field” and “walking the talk” with HSE as a priority. (90% time presence at fabrication site Vs Offices).
Perform, in a regular basis, Health & Safety inspections in compliance with COMPANY HSE policy and expectations.
Ensure that all works are performed without any risk for surrounding areas.
Able to prepare and perform presentation & Inductions
Manage an organization to cover all HSE aspects of activities on contractor construction yard,
Ensure timely review of HSE aspect of construction documentation
HSE administration skills, Training / participating in Incident investigation
Promote the Project HSE policies including the safety observations, the close outs and as well housekeeping activities
Promote and participate to HSE communications and workshops as part of safety culture program implementation
Ensure that all site personnel wearing appropriate PPE
Control and participate in Toolbox meetings
Check and monitoring of environmental conditions are correct implemented and maintained during the whole Construction phase
Participate and observe of Emergency drills organized by EPC Contractor
Participate to regular yard coordination meetings to report HSE activities for all disciplines
Participate and report on hygiene and safety tours
Maintain good relationships with EPC Contractors, being flexible enough but also strict when necessary to achieve the HSE objectives of the Project,
Carry out any other duty or task that may be assigned by hierarchical superiors.
Ensure that all activities related to working on heights are performed in a controlled and safe manner.
Prepare and transmit every day an HSE report (As per Template) to the Batch2 HSE Superintendent describing the activities run during the day.
Lifting: Support the Project SLS in assessing lifting plans are correct and monitor closely before, during and after all major and minor lifting activities. Vet documentation required for critical lifts such as Go-no-Go checklist, equipment certification, lift plan and site preparation.
Attend to all critical lifting and act as interface between EPC Contractor and SLS for communication purposes.
Conduct TBT and assist with training requirements in line with Exhibit L, COMPANY and NSL Rigging and Lifting Guidelines. Perform lifting gears and equipment inspections and check if they are in line with current certification.
Ensure that defected equipment is removed from site and quarantined.
Verify that all lifting material and equipment are used within the correct Safe Working Loads.
Check lifting performances related communications between associated lifting personnel and the identification of the Rigging and Lifting Engineer, Third Party and COMPANY SLS. Ensure that there
will be NO load lifting activities over personnel and the warnings precautions and barriers.
Ensure correct slinging & rigging of materials prior to be lifted.
Scaffolding: ensure that EPC Contractor and its subcontractors comply with the scaffolding requirements.
Liaise with COMPANY Scaffolding HSE Supervisor and EPC Contractor Scaffolding
Engineering team on scaffolding and lifting operations.
Inspect and monitor that areas are barricaded during erection and dismantling of scaffolding, that scaffolding is erected, modified and dismantled only by qualified personnel, that scaffolders are using appropriate fall protection,
that scaffolding material is appropriate for their use and compliant to standards.
Ensure that the scaffolding tagging system is well implemented and that scaffolding inspections are carried out periodically by qualified personnel.
Assess lifting of scaffolding structures and compliant with
engineering calculations.
Review and liaise with Rigging and Lifting Engineer on the use of friction clamps for scaffolding on Jackets and Bridges.
QUALIFICATIONS & EXPERIENCE REQUIRED
Large experience on similar activities at equivalent position.
Trained in Rigging & lifting rules, COMPANY and NSL Contractual Rigging and Lifting Standards and Guidelines and best industry practices.
Familiar with Working at height rules, requirements and best industry practices.
Familiar with Scaffolding rules, requirements and best industry practices.
Offshore experience
Professional Experience (number of years): 10

Good leadership skills and good communication skills, in both English and Bahasa
Ability to work on projects in a complex and multicultural environment,
Good analytical skills,
Mandatory language is English & Local language based on EPC location (Mandarin for WHP and CPP, Korean for CPP)
