Context & Environment
In 2021, the COMPANY discovered an extensive oil and associated gas field 70 km off the coast of Abidjan, Ivory Coast at a depth of 1,200 metres. It was the first commercial discovery in the country in the past 20 years. We call it fast track and it consists in running the design, authorisation and execution phases in parallel. Another innovative aspect of the project is the reuse of an existing FPSO, modernised and made technologically more advanced to ensure an accelerated start-up, optimising costs and time and minimising the waste of raw materials and construction materials.
Main Activities
Ø Ensure all marine operations are conducted safely and in accordance with the provisions of COMPANY HSE Integrated Management System Policies and Procedures, the Client E&P Marine Manual, Guidelines for Offshore Marine Operations, International and National Regulations, Industry Standards, Guidelines and Recommendations.
Ø Promote Safety and an effective Safety Culture throughout all aspects of COMPANY offshore marine logistics services and offshore marine operations.
Ø Monitor Vessel performance, serviceability, and availability.
Ø Provide feedback and recommendations on offshore marine service quality issues and give suggestions for improvements.
Ø Focal point for day-to-day management COMPANY offshore marine operations and offshore logistics services.
Ø Focal point for the correct implementation of ISPS Code and Port Facility Security Plan at the Logistics Base.
Ø Keep tight controls of all activities ongoing in Base Marine, checking frequently if the cranes are all working, if working teams are complete and producing reports as requested by their Department of Reference, and informing their Department of Reference should important issues arise.
Ø Monitor the conduct of cargo and personnel transfer operations at the Logistics Base and offshore locations and ensure all operations are conducted safely, efficiently and in compliance with eni standards and procedures and industry guidelines.
Ø Be the Helicopter Landing Officer, mainly in onshore locations, should need be.
Ø Ensure that operations involving transportation and handling of dangerous goods, are conducted safely and in accordance with International and National Regulations, Company requirements and industry standards and guidelines.
Ø Assume the duties of Base Marine Supervisor as required.
Ø Act as the principal offshore marine coordinator outside of office hours with responsibility for vessel scheduling, labour organization and coordination of all Logistics Base activities in accordance with the instructions and under the authority of the Base Manager
Ø Advise Offshore Logistics Superintendents as required.
Ø Maintain current knowledge of international marine regulations; Classification Society standards and recommendations; marine industry standards, guidelines and recommendations; oil & gas industry standards, guidelines and recommendations; and developments in training and best practice.
Ø Develop and maintain working relationships with all users of and stakeholders in COMPANY offshore marine operations and offshore marine support services to ensure that all issues or potential conflicts are addressed promptly and fully.
Ø Produce PTW relevant to lifting operations at sea, dealing with HSE supervisors on site and highlighting any special risk should need be.
Ø Be responsible and follow up lifting operations taking place at the Logistics Base when Supervisor is not present, joining Tool Box Talks and giving advice to crane/forklift operators and banksmen as well. Trainings shall be the same as the one requested to a Person in Charge.
Ø Respond to all emergencies and participate in all drills and exercises as required.
Mandatory Certifications or Diploma:
Ø IMO STCW 1978 (including 2010 Manila amendments) certificate as Master (No Limitations) with extensive seagoing experience, including command of offshore support vessels with DP systems, experience of offshore cargo and personnel transfer operations and experience ashore in a similar role.

IMO STCW 1978 (including 2010 Manila amendments) certificate as Chief Mate (No Limitations) with extensive seagoing experience, including service on offshore support vessels with DP systems, service on board offshore installations such as FPSO, MODU etc. experience of offshore operations such as sub-sea installation, experience of offshore cargo and personnel transfer operations and experience ashore in a similar role.
Ø GMDSS General Operator’s certificate.
Ø Port Facility Security Officer
Ø OPITO BOSIET, including Helicopter Escape Training, within the last 5 years.
Ø OPITO HLO (Helicopter Landing Officer) Training or Further Training, within the last 2 years.
Ø The following certifications are required, for P.I.C.:
o LOLER & PUWER Awareness course
o OPITO approved Banksman/signaler Stage 3
Skills & Experience:
Ø Emergency Response training, qualifications or experience.
Ø Safety Management training, qualifications and experience.
Ø Sound Technical knowledge of offshore support vessels and offshore marine operations in support of the oil & gas industry.
Ø Full knowledge and sound understanding of the provisions and implementation of all IMO Conventions, Regulations and Codes particularly SOLAS, MARPOL, ISM code, ISPS Code, and the various Codes relating to offshore and specialist vessel design and operation.
Ø Understanding and knowledge of International Maritime Legislation, Classification Society Requirements, Flag State Regulations and Port State Control Regulations.
Ø Experience of developing and implementing Safety and Quality Management Systems to meet ISM code and ISO Standards.
Ø Good knowledge and sound understanding of offshore industry standards, guidelines and recommendations by bodies such as IMCA, MSF, OPITO, and Oil & Gas UK.
Ø Practical knowledge and sound understanding of the International Maritime Goods (IMDG) Code and Dangerous Goods by Air.
Ø Working knowledge of the French language.
Ø Fluency in the English Language.
Ø At least 5 years of experience at sea, preferably in the O&G business, and with involvement in lifting operations.
