To prepare and manage contracts, and resolve all issues related to procurement projects and contracts.
Main Responsibilities
Handle the entire contract lifecycle: drafting, reviewing, approving, and implementing contracts
Ensure compliance of all contracts with internal procedures of the Groupement, Sonatrach, and Algerian regulations
Develop, adapt, and update procurement procedures and operating modes for the Groupement Touat Gaz
Manage national and international purchases of materials, products, equipment, and spare parts
Optimize the Groupement’s supply chain
Review and analyze all technical, commercial, and legal aspects of bids; request clarifications; optimize all parameters; perform technical and commercial evaluations; select the best offer and recommend contract award
Participate in contract negotiations; assist and advise end-user departments
Analyze complaints from unsuccessful bidders and follow up until final resolution
Prepare standard contract templates as needed
Review and track contract engineer requests addressed to Legal, Finance, and HSE related to project contracts
Maintain an updated status of contracts and purchase orders concluded in month M-1 and M, along with forecasts for M+1 to M+3; consolidate this information systematically and submit it monthly to the DIV-AST in line with the AST E36 contract reporting project
Handle correspondence from Sonatrach, particularly from DIV-AST, for execution and follow-up
Required Skills
Educational Background
University degree in a technical or legal discipline, or equivalent

Professional Experience
Minimum five (5) years of experience in the procurement field
Knowledge
Strong command of public procurement codes and commercial law
Technical Skills
Expert knowledge of procurement processes and procedures
