Contractor's Personnel is accountable for the following activities:
Advise EPC Contractor’s objectives and expectations for HSE, accountability and performance of Lifting Activity Ensure flawless operation of Handling and Lifting and continuous improvement during yard Construction activities.
Assess, analyze, plan, supervise and assist in execution of lifting operations carried out by EPC Contractor and Subcontractor/Vendors at the worksite and at SUBCTR’s facilities during the execution phases, to ensure that his discipline’s contractual and technical requirements are duly applied by EPC Contractor and/or Subcontractors.
Ascertain that the Lifting / Handling operations for facilities are carried out as per the project requirements, verify and approve EPC Contractor’s and/or Subcontractors/Vendors’ - lift Plans , procedures and methodologies, and ensure that EPC Contractor and/or Subcontractors/Vendors have adequate equipment, resources, means and manpower to perform the job with the required quality level and to complete it in due time.
Ensure systematic and methodological approach to Lifting Operations and assist Head of Construction by establishing reliable system of documentation, processes and personnel competency assurance.
Reports on a day-to-day basis directly to the Site Lifting Specialist.
Provide assistance to the Construction team with all matters related to his discipline. Liaise with COMPANY Structural Superintendent during lifting & Erection, and other Discipline Superintendent such as Mechanical, E & I , Piping for various components related to their scopes.
Accountable for demonstrating, individually, an exemplary behaviour with regard to HSSE rules & requirements.
Implement the COMPANY Technical Referential and applicable local and international codes.
Activities
Provide expertise in daily handling & lifting activities including the categorization of lifts
Risk assessment and hazard identification.
Perform the technical review of lifting operations and their criticality assessment.
Review all document linked to cranes certification (load test, wire certificates, hook blocks,..),
Review crane operator’s certification,
Liaise daily with EPC Contractor appointed SLS,
Review tagging/color code of all EPC Contractor lifting equipment (sling, shackles, ..)
Selection of equipment for lifting operations
Attendance at lifting toolbox talks
Post-job / Post Lift - debriefs and assessment of completed jobs
Review of lift plans (non-critical and critical)
Promote safe handling and lifting operation referring COMPANY HSE policy and international standard, review engineering calculation for complex and complicated lifts
Review complicated and complex lift plan and attend the lifts
Perform condition check and fitness for purpose on lifting appliances, CCUs, and evaluate their utilization on site
Provide lifting and handling expertise advice to all HSE personnel, Superintendents and CSR at yard and CTR personnel when needed
Involved in plans internal audits of the lifting operations, participates in lifting operations incident investigation and analyses
Qualifications & Experience Required
Bachelor’s degree or Company approved equivalent OPITO certification.
LCP (LOLER Competent Person)
Banksman Slinger OPITO Level 3 or 4
Rigger OPITO Level 3 or 4
Rigging Loft Management
NSL LEI-6 Lifting Equipment Inspection,
Professional Experience (number of years): 15.
Experience within project: (number of years): 10.
Lifting experience is mandatory in Senior position in EPCIC Project working in large Construction yard.
A good knowledge of Oil and Gas Industry Standards and International codes/standards (EN ,ISO , LOLER,API etc ) related to guideline , best practices ,lifting & handling equipment and cranes.
Good leadership skills and good communication skills.
Ability to work on projects in a complex and multicultural environment.
Be skilled in using computer programs for word processing, database management, spreadsheets and e-mail communications.
Familiar with PRODOM/MANASA a benefit
Mandatory language is English & Local language based on EPC location (Mandarin for WHP and CPP, Korean for CPP)
