The job holder is responsible for the implementation of all activities related to contracting matters for Client Project during the Engineering, Procurement, Supply, Construction, Commissioning, Drilling and Installation phases.
The Lead must have a strong experience in EPC Contracts tender and administration (15 years minimum), Drilling contracts and procurement processes.
The candidate must have an experience of minimum 10 years of contract engineer management
The candidate must have a proven experience of claim management and brownfield project.
The candidate must have a good understanding of project control activities (contract but also cost and planning).
Activities
In particular, the job holder is responsible:
To promote safety culture within the project and his/her activities. Lead by exemplarity to have the team members and colleagues adhering and contributing
To ensure that state of the art referential and local rules/laws are complied with and captured in all contractual requirements.
To liaise with Legal, C&P GTFT to ensure best practices for contracting.
To work by anticipation by identifying with the different Managers all the potential contracts needed to execute properly and timely the projects.
To keep project Director and all parties (as required) informed regarding ongoing activities status. To advise GTFT II management regarding contractual strategies, claim resolutions and contractual issues in general including issues with authorities.
To assist the Projects Control manager in the co-ordination of Contracts activity:
Prepare and update Contracts & Procurement procedures and ensure implementation.
To ensure reporting of Contract activities entity, define and put in place KPIs.
To consolidate and issue Contracts Activity reports at Project level (weekly and monthly).
To provide support to Contract Engineers in the preparation of Call For Tender using standard forms and guidelines.
To manage contracts/ PO preparation and administration if needed.
To co-ordinate Contract administrators’ team and follow up all contract issues throughout contract Execution phase. Liaise with Head Quarter when necessary (legal, contracts, insurance).
To consolidate COs by packages and projects at Client project level and ensure the submission and follow up according to the project/client procedure.
To coordinate the preparation of the presentation to Project Contract Committee and to participate to the decision process for contract attribution.
Ensure the follow up of RTA approvals.
To participate to the settlement of dispute together with legal, insurance and finance specialists.
To propose improvement of CA referential, participate to its evolution.
To participate to suppliers and contractors’ evaluation and follow up
Support the project team in terms of compliance activities as and when required.
Support the project Team regarding the importation of goods.
Context
The Project team will go up to 200 personnel during the construction and drilling Phase
The PCM will be based in HMD
Overall scope of Work 40 Contracts on going, PO and , 3 main EPC contracts
The position will be on a rotational basis
Duration : two years minimum
Perfect profile
Engineering degree/Business school
15 years experience in EPC projects(Oil and gas or others). An experince in drilling contracts would be a plus
5 years minimum experience as a manager
Experince of work in Algeria would be a plus
French and English at professional level is mandatory. Arabic would be a plus
