Civil Engineer

Job Purpose

Civil Engineer is responsible for planning and execution of Onshore construction projects during the detail design, procurement and execution phases (construction, installation, hook-up/ commissioning and handover) in onshore Assets. The job holder also interfaces, coordinates and manages stakeholders to ensure that the projects meet agreed targets and deliverables in timely manner with safety, quality and within the approved budget.

Key Accountabilities

• Rotation working at SAHARA, Hassi Messaoud or GH site/OC camp
• Engineering role in business development, project development, and project execution phases.
• Performing technical feasibility study, technical due diligence study, and preparing technical inputs/proposals for business development of projects.
• Liaising with engineering company for conceptual design and Front-End Engineering Design (FEED).
• Preparing civil / structural engineering design calculations, document, drawings, specification and schedule for inhouse project.
• Reviewing civil/structural engineering design documents, drawings, calculations, reports, schedule. And reviewing, coordinating, controlling, and following up works with contractors in order to ensure that the engineering, procurement and construction works are in accordance with the project specification and scope of works, on time and on budget, in accordance with the objective of the project.
• Pre-construction development of the projects: Defining scope and specification of work, contract strategy, contractual form, in order to procure engineering, procurement, and/or construction works, and bidding and evaluating for engineering, procurement, and/or construction works both of technical and commercial.
• Construction management and Company site representative role in business development, project development, and project execution phases.
• Contract management and monitoring
• Responsible for PR, SRO, quotation, payment and invoice
• Reviewing construction documents, drawings related to project such as method of statement, schedule, procedures, payments, invoices, test reports, material certificates, lifting procedures etc.
• Coordinating with team and providing supports on relevant issues in order to complete project effectively.
• Coordinate with mechanical engineers, electrical engineers, and other stakeholders as necessary.
• Ensure that the quality of design calculations and drawings produced are in accordance with the Project Execution Plan, applicable Project Procedures and Standards, Safety and Quality Control.
• Enforcing HSE (Health, Safety, and Environment) policies and procedures to maintain a safe working environment.
• Liaising with all stakeholders such as local authority i.e. ARH, CTC, Wilaya, DGM, ABHS etc., Local Contractor, Existing plants, any other internal and external party.

Professional Knowledge & Experience

• Bachelor’s degree or higher in Civil/Structural Engineering or related fields.
• Minimum 12 years’ experience in Civil/Structural engineering design, with minimum 7 years’ experience in oil & gas sector.(Drilling platform, access road, water well, flowline and production facilities construction) Familiar with design of steel structure, civil foundation, infrastructures etc.
• Computer literacy of structural analysis software such as STAAD Pro, RAM, ETABS & SAP 2000, Autodesk robot, AutoCad.
• Fully Familiar with related international design codes, standards & recommended practices such as ACI, AISC, Eurocode, API, ISO, BS, ASTM and other international codes/guidelines including Algerian code and standards.
• Strong management, communication and interpersonal skills to interface with multiple engineering disciplines, local authority and project team.
• Fluent in English for Listening / Reading / Speaking / Writing
• Fluent in French for Listening / Reading / Speaking / Writing
• Excellence in MS Office (Outlook, Word, Excel, and PowerPoint).
