This is a strategic project with an estimated cost of over $20 billion.
Onshore facilities include 2 LNG trains (13 mtpa total), LNG and condensate storage, marine terminal (jetty and loading), utilities, and early site infrastructure (resettlement village, security, airstrip, camps, roads).
EPC contracts total approximately $9 billion, with ~$4 billion in construction scope.
Site peak manpower is expected to reach 15,000.
The Welding QA/QC Lead is the focal point for all welding-related quality activities at site.
Activities
Champion Safety Leadership: Promote a proactive safety culture across all welding and fabrication activities.
HSE Compliance: Oversee implementation and improvement of HSE practices related to welding.
Performance Monitoring: Analyze and report welding KPIs and contractor performance.
Code & Spec Compliance: Ensure adherence to ASME, AWS, and project-specific welding codes.
Stakeholder Management: Liaise with contractors, subcontractors, and inspectors to align welding QA/QC objectives.
Risk Escalation: Identify welding-related quality/schedule/cost risks and escalate appropriately.
Interdisciplinary Coordination: Interface with NDT, piping, mechanical, and construction disciplines.
Communication: Keep project leadership informed of welding QA/QC issues and resolutions.
Senior QA/QC Role: Act as the primary representative for welding QA/QC and inspection.
Document Review: Validate quality plans, WPS, PQR, WQR, ITPs, and related documentation.
Inspector Competency: Ensure qualified personnel are deployed by contractors.
Nonconformities: Monitor defect trends, lead root cause analyses, and recommend improvements.
Interface Management: Align all welding QA/QC interfaces with project standards.
Meetings & Reporting: Lead welding QA/QC meetings and ensure timely reporting of weld status, NDT results, and repair rates.
Advisory Role: Support site leadership with technical guidance and lessons learned.
Supervision: Oversee all QA/QC welding activities across contractors and the supply chain.
Welder Qualification: Witness welder testing and qualification.
WPS Enforcement: Monitor WPS application during fabrication and erection.
NDT Oversight: Approve and follow up on all welding-related NDT results.
Traceability: Guarantee material and weld joint traceability and consumable control.
TQ/NCR Resolution: Coordinate resolution of technical queries and NCRs.
Context and Environment
Remote location (Afungi, northern Mozambique) with infrastructure, health, and security constraints (malaria, pandemic, etc.).
Project is a multinational joint venture with high social and lender visibility.
Accountabilities
Act as the referent authority on all welding QA/QC issues at site.
Assure compliance with EPC contractor and project specifications.
Coordinate with other departments to ensure safe, timely delivery of facilities.
Qualifications / Experience Required
Education:
Bachelor’s in Mechanical, Welding, or Metallurgical Engineering.
Post-graduate specialization in QA/QC or Welding Inspection preferred.
Experience:
15+ years in welding QA/QC with 8+ in leadership roles.
Proven track record on major O&G or LNG projects.
Technical Knowledge:
Deep expertise in welding inspection, defect tracking, and code compliance.
Holistic understanding of welding in project execution: safety, logistics, QA, scheduling.
HSE Leadership: Demonstrated ability to lead and instill a strong safety culture.
Language: Excellent English required; Portuguese or French is an asset.
Certifications: Certified Welding Inspector or equivalent required.
Soft Skills: Strong reporting, documentation, and multicultural team leadership.
