Job Purpose

The Scaffolding Supervisor is responsible for supervising and coordinating all scaffolding activities at site in accordance with project HSE standards, quality requirements, and construction schedule. The role ensures safe execution of scaffolding works to support mechanical, piping, structural, E&I, insulation, and commissioning activities within a large-scale petrochemical/refinery environment in Skikda.

The position operates within a multicultural EPC environment and ensures compliance with company procedures, Algerian regulations, and international standards.

Key Responsibilities

Construction Supervision & Execution

  • Supervise erection, modification, inspection, and dismantling of scaffolding systems (tube & fitting, system scaffold, heavy-duty, cantilever, suspended scaffolds).
  • Ensure scaffolding structures comply with approved design drawings, load calculations, and method statements.
  • Verify correct scaffold tagging system implementation (green/red tagging system).
  • Monitor daily scaffold activities to ensure alignment with construction priorities and work fronts.
  • Coordinate scaffold handover to end users (Mechanical, Piping, E&I, Insulation, Painting, Commissioning teams).

Planning & Coordination

  • Review construction drawings, isometrics, and work packs to determine scaffolding requirements.
  • Coordinate scaffolding sequences with area engineers and discipline supervisors.
  • Plan manpower allocation and equipment usage to meet project schedule.
  • Ensure availability of scaffold materials and maintain material control.
  • Participate in weekly look-ahead planning meetings and construction coordination meetings.

Health, Safety & Environmental (HSE)

  • Ensure strict compliance with project HSE Plan and Incident-Free Culture.
  • Conduct Job Safety Analysis (JSA), Task Risk Assessments (TRA), and Toolbox Talks.
  • Ensure compliance with Permit to Work (PTW) procedures.
  • Enforce Work at Height safety standards and fall protection requirements.
  • Monitor SIMOPS (Simultaneous Operations) in brownfield areas.
  • Participate in HSE audits, safety walks, and incident investigations.
  • Immediately stop unsafe work and implement corrective actions when required.

Quality Assurance & Compliance

  • Ensure scaffolding works comply with international standards (EN 12811, OSHA, project specifications).
  • Verify scaffolding inspection records and certification prior to use.
  • Ensure scaffolding materials are stored properly and inspected regularly.
  • Monitor subcontractor compliance with quality and procedural requirements.
  • Maintain documentation related to scaffold inspection and approval.

Required Qualifications

  • Diploma or Technical Certification in Engineering, Construction, or relevant discipline.
  • Knowledge of international scaffolding codes and EPC project requirements.

Experience Requirements

  • Minimum 10 years of experience in scaffolding supervision within Oil & Gas, Refinery, Petrochemical, or EPC projects.
  • Proven experience in large-scale EPC projects (brownfield and greenfield environments).
  • Experience working in high-risk industrial environments.
  • Experience in North Africa projects preferred.
