Key Responsibilities
Call for Tender & Contract Development
Lead and manage all processes associated with Calls for Tender (CFT), including documentation preparation, clarification processes, negotiations, and contract committee preparation, in coordination with project partners and the Singapore-based team.
Manage contractual and commercial activities for the following contract packages:
Compensated Call for Tender (CCFT) for Offshore EPC Contract
EPC Onshore Contract and Jetty / Access Roads
Supply Contracts for PV Modules and Battery Energy Storage Systems (BESS)
Lead the commercial and contractual matters related to the URF Package, including documentation, clarification phases, and contract committee preparation.
Support commercial and contractual matters related to other project contracts.
Contract Administration & Execution
Ensure the timely preparation, issuance, and administration of all contractual documentation.
Administer contracts to ensure contractor compliance with contractual obligations.
Provide proactive contractual and commercial support to the Project Manager during contract execution.
Attend and actively contribute to project meetings, including weekly and monthly contract-related meetings.
Change Management & Claims
Manage all contractual correspondence, including letters and Change Orders.
Coordinate and manage the full Change Order process, including COR/CO log management, contractual and commercial reviews, and preparation of recommended responses for Project Manager approval.
Actively participate in the claims defense strategy, preparing contractual and technical argumentation in coordination with the Project Manager.
Participate in dispute resolution processes alongside legal, insurance, and finance specialists when required.
Governance, Documentation & Interfaces
Establish and maintain contractual systems and documentation in compliance with Project procedures and management / HSE requirements.
Coordinate, review, and manage all correspondence issued to and received from contractors, preparing draft responses for Project Manager consideration.
Propose and develop a contractual referential for the Project (contract templates, governance frameworks) in coordination with Project stakeholders and partners.
Participate in supplier and contractor evaluations and performance follow-up.
Contribute to the decision-making process for future contract awards.
Technical & Professional Requirements
Qualification: Engineering degree or Quantity Surveying (QS)
Professional Experience: Minimum 10 years
Contract & Commercial Experience: Minimum 15 years, primarily in Contract and Controls Management
(Experience with CCFT and/or Renewable Energy projects is highly desirable)
Languages:
English: Fluent (oral and written) - mandatory
French: Working knowledge - appreciated
Technical Knowledge:
Strong expertise in contract management
Good knowledge of TotalEnergies procedures and practices
