To fulfil the Process Safety Engineer Position in full time basis which will be under supervision and mentor by the HSE Manager and work closely with the Engineering Manager.
Key Accountabilities
Be a focal point of the process safety task under HBR Project at HSE Office Algiers.
Assist the HSE Manager/Engineering Manager to establish and carryout Process Safety Management System implementation in compliance with local requirements, procedures for the entire Groupement operation activities.
Interface with all concerned parties to ensure standardization of Process Safety Management implementation.
Integrate Process Safety audit / reviews into annual SSHE Audit plans.
Ensure that the audit and review of Process Safety Management is carried out as planned e.g. in Project and Operations Technical Reviews (PTR, OTR), Operations Readiness Reviews (ORR), Pre-Start Up Audits include Process Safety in their scope.
Oversee the conduct and quality of key safety studies (e.g. HAZOP, HAZID, SIL, etc.).
Facilitate or Act as a Process safety team leader to the identification of MAE using Hazards and Effects Management Process tools e.g. HAZOPs, Bow-Ties, QRA, etc. supervising and reviewing/ approving work done by engineering contractors. Ensure that recommendation from these studies are translated into actions to make risks As Low As Reasonably Practicable (ALARP).
Facilitating the identification of Safety Critical Elements (SCE) including those related to Process Safety using Bow-Ties.
Participation in development of SCE Performance Standards (PS) and Verification Schemes.
Assist Projects, Engineering Manager and Activity Owners to develop Concept Selection Reports / FEED/ EPCI stage and Safety Cases where reference to MAE’s, SCE’s etc. is made.
Develop and Review Process Safety engineering deliverables, prepare related documents, and produce, organize a process safety database and reports
Use appropriate software and tools for safety analysis calculation and design aids, e.g. PHAST, Flaresim
Review of Management of Change (MOC) submissions e.g. modification, downgraded situation that affect Process Safety, including risk assessments, and acting as the SSHE Technical Authority.
Provide guidance on Process Safety Management implementation and areas of concern on Operational risks.
Keep tracking Process Safety Event Indicators and report to HSE Manager in regularly.
Participate in root cause analysis for high potential incidents related to Process Safety.
Monitor the compliance of statutory obligations, and applicable regulations.
Professional Knowledge & Experience
Bachelor’s degree in Chemical Engineer or Safety Engineer or related field
Minimum of 8 years’ experience of Process safety engineer or related engineering disciplines
Minimum of 12 years’ experience in the wellsite, onshore CPF, Oil and Gas industry
Experience with other field development phase i.e. Conceptual, FEED, EPCI, especially in desert environment
Good understanding of oil and gas exploration and production process
Male or Female
Expert knowledge in loss prevention process, safety study and safety analysis techniques
Expert knowledge of industry codes, standards and legislation on SSHE aspect
Excellence in MS Office (Word, Excel, and PowerPoint)
Systematic Thinking, Proactive working style and willingness to learn with the new task
Must be able to communicate with employees of all levels in the organization to help ensure a clear understanding of Process Safety rules and procedures
Strong interpersonal skills; a team orientation, as well as the ability to deal effectively with personnel at all levels
Excellent oral and written communication skills in English is a must
Able to travel to the field if there is any short business mission i.e. Desert camp, CPF site
