A Marine Coordinator holds the following (up to date) training and competences

  • A nautical college education, preferably Master Foreign Going but at least of Chief Mate license;
  • GOC or ROC Certificate or equivalent (Radio Certificate);
  • IMDG certification.

Details roles and responsibilities of the Marine Coordinator.

The scope of Marine Coordinator includes, but is not limited to, the following:

  • Ensure the health and safety of those personnel working within the field.
  • Set-up general communication-, marine coordination- and vessel procedures, including follow up to ensure procedures are complied with.
  • Twenty-four hour, seven days a week, ‘on call’ Marine Coordination with personnel contingency in accordance with the planning as set out in chapter 3.3, always providing resilience in the event of illness or absence or overlap between different shifts and between holiday periods and always providing sufficient flexibility upon simple request of the Client.
  • Perform liaison duties between Client, Contractor, Subcontractor and other stakeholder, including but not limited to fisheries and other authorities.
  • Appropriate nautical publications and local navigational warnings.
  • Personnel training and mentoring in the function of marine coordinator (including but not limited to appointed Client’s personnel).
  • Emergency response assistance.
  • Assist in Managing the permit system (allowing and/or denying access to assets where permits are not in place).
  • Liaise with the Project to ensure that safe systems of work (SSoW) are in place, and monitor that in the event of simultaneous operations, these are managed in a safe manner.
  • Managing Simultaneous Operations (SIMOPS) offshore and resolving access conflicts while maximizing productivity.
  • Assistance for HSE drills and accident/incident investigation.
  • Personnel and crew induction and (offshore) identification cards and next of kin data entry into the system.
  • Ensure that all personnel have appropriate certification to safely travel offshore and are flagged when their certificates are close to expiry using Employers Marine Coordination software.
  • Manifesting of personnel and equipment and ensuring third parties’ manifests follow the Project requirements.
  • Crew manifesting.
  • Personnel and vessel tracking in the field.
  • Assistance in Vessel inspections (including certificates) and audits, including follow-up actions.
  • Ensure efficient vessel operations (boarding, berthing, etc.) and optimize vessel movements and fuel consumption.
  • Assistance in Helicopter procedures.
  • Dangerous goods manifesting.
  • Interpretation of weather forecasting and monitoring.
  • Production of appropriate marine- and navigational warnings and safety flashes in case of warnings or other relevant information.
  • Report generation as dictated by Client, including but not limited to daily-, weekly- and monthly reporting.
  • Review of and report on ongoing development and construction activities.
  • Attend relevant project meetings (including assisting in toolbox and safety meetings).
  • Document production and review as required by the Client.
