Manage and oversee all HSE activities across Operations, CPF construction, accommodation complex construction, and well sites construction.
Lead the development, implementation, and continuous improvement of the Company HSE Management System and ensure full compliance with SONATRACH, PTTEP standards, Algerian regulations, and international standards (ISO 45001, ISO 14001).
Establish and strengthen HSE systems to support safe operations CPF completion, including preparing procedures and delivering training to ensure employees and contractors fully understand and apply HSE requirements.
Supervise and coach HSE engineers and officers on preparing and implementing HSE plans, and monitor adherence to those plans.
Develop structured risk assessment processes and ensure strict implementation and follow-up across all activities.
Design and implement emergency response systems and guidelines, and organize emergency drills (fire, evacuation, medical) with contractors and internal teams, ensuring lessons learned are documented and applied.
Establish frameworks for incident investigation and corrective actions, ensuring proper root cause analysis and timely closeout of preventive measures.
Implement preventive systems for high-risk activities such as lifting, working at height, confined space entry, hot work, and electrical isolation.
Review and approve EPC contractors’ HSE plans, method statements, JHAs, risk assessments, and environmental procedures for adequacy and compliance.
Monitor contractor compliance with Permit-to-Work and all HSE control systems, and conduct routine site inspections, audits, and HSE walkdowns to verify compliance and identify hazards.
Ensure proper certification, inspection, and safe use of tools, lifting devices, and heavy machinery.
Drive environmental protection initiatives including hazardous waste management, wastewater control, and greenhouse gas data collection and reporting, ensuring compliance with EIA conditions and Algerian law.
Establish health risk assessment programs, medical surveillance requirements, and compliance with occupational health standards for employees and contractors.
Maintain accurate HSE records including incidents, man-hours, KPIs, permits, training logs, and audit findings.
Deliver HSE inductions, toolbox talks, and task-specific safety training, and promote behavioral safety and positive safety culture through coaching and engagement.
Implement contractor HSE management systems and monitor performance, including PPE procurement and distribution processes.
Provide leadership and strategic direction to integrate HSE into all operational and project activities, ensuring cultural change and competency development among HSE staff and contractors.
Perform additional HSE-related tasks and responsibilities as requested by management to support operational and project requirements.
Professional Knowledge & Experience
Bachelor’s degree in Engineering, Occupational Health & Safety, Environmental Science, or related discipline.
Minimum 10 years of experience in HSE roles within Oil & Gas and major construction projects, including at least 3 years in a leadership or supervisory position.
Proven experience in developing, implementing, and improving HSE Management Systems, including risk assessment frameworks, emergency response plans, incident investigation processes, and audit systems.
Strong ability to implement HSE procedures and drive compliance, not only create documentation but ensure execution in the field.
Demonstrated capability to coach, mentor, and build competency among HSE staff and contractors, including delivering structured training programs.
Solid knowledge of high-risk activity controls (lifting operations, working at height, confined space entry, hot work, electrical isolation) and ability to design preventive systems.
Experience in environmental management including hazardous waste handling, wastewater control, and greenhouse gas data collection and reporting.
Familiarity with health risk assessment, occupational health programs, and legal compliance monitoring.
Strong understanding of Algerian regulations and international standards (ISO 45001, ISO 14001, OSHA, NFPA, API).
Experience coordinating HSE matters with Contractors(Drilling, Construction, Logistics, Maintenance, EPC), subcontractors, vendors, and multidisciplinary project teams.
Competence in incident investigation techniques (RCA, 5-Why, TapRooT) and ability to lead root cause analysis and corrective actions.
Preferred certifications: NEBOSH IGC, IOSH Managing Safely, First Aid/CPR, Firefighting, Working at Height, Confine space, Electrical, Lifting, and Permit to Work systems.
Excellent leadership, communication, and interpersonal skills; ability to influence and drive cultural change.
Proficiency in MS Office (Outlook, Word, Excel, PowerPoint, Ms team), SAP.
Fluent in English; French or Arabic or Thai language proficiency is an advantage.
Ability to work under pressure and in remote environments, with willingness to travel to desert camps and CPF sites.
