SCOPE OF SERVICE
CONTRACTOR’s PERSONNEL is accountable for the following activities:
• Review of the Operational documents
• Comparing 3D modelling with actual construction on site
• Supporting equipment FATs/SATs as required
• Review of OTP documents
• Raise punches during daily work on any anomalies, deviations from model, accessibility, and
operability issues.
• Execution of the OTPs
• Supervision and oversight of commissioning execution (loop test, function test…)
• Preparation of the start-up procedures and the operation
• Supporting/supervising ATEX Inspection/examination activities for Instrumentation and Control
equipment
• Assist the production team during commissioning activities
• Ensure good preparation of the start-up procedures leading to the first oil.
• Ensure that the Field Operation core crew is well aware of the procedures applicable for the new
installation and the start-up sequence.
• Ensure a role of Discipline advisor with the COMPANY team to ensure the proper preparation of the start-up.
• Review ALL punch close out (including construction), and approves all discipline related punches
ACTIVITY
• Contributes to the Incident Free initiative on site by reporting any anomaly, defect, bad practice,
lack of equipment or lack of competence.
• Contribute to HAZID, HAZOP, 3D Model reviews and Risk assessments as required throughout
construction, commissioning and start-up phases.
• Monitoring that ALL construction is as per 3D model and/or per previously raised punches in the
yard
• Provide oversight and supervisions to ensure EPC Contractor carries out installation works to
standards acceptable to COMPANY and compliant with COMPANY standards
• Witness the Operational Test perform by the commissioning and liaise with the team
• Identifies in conjunction with the Lead (site)/Operating Authority (OTL) offshore the procedures &
precautions to be taken to assure installation, commissioning and start-up activities are carried out
safely and efficiently.
• Finalise on-site start-up procedures sharing them with the core crew to make them applicable on
site.
• Finalise a detail start-up sequence in close collaboration with the core crew on site.
• Participate and assist in the preparation of the kick off meeting for start-up activities.
• Participate to the preparation of the risk assessment of the activities to be performed during the
start-up.
• Prepare the request and order for required start-up tools. Ensure proper storage and identification
of the start-up tools.
• Prepare arrival on site (PTW, KOM, JSA…) of the vendor involved in the start-up of the facility.
• Check any type B and C punch list and investigate on it if requested by the lead, the OTL or the OIM.
• Ensure the list of inhibits, overrides and isolations with the associated certificates and risk
assessment are implemented according to COMPANY standards, and properly signed and validated
by the relevant persons.
• Be aware of the potential Downgraded situation on site and update the core crew on any update
associated with the start-up activity.
• Participates to HAZID, JSA and Pre-Startup Safety Reviews of new facilities.
• Prepare, update and check on site the “Red line mark-up” P&ID at the end of the construction and
during commissioning phase. Ensure a set of P&ID up to date is always available for field operation
team.
• Ensures together with the OTL that Preventive Maintenance works of SECE are conducted in line
with SIMOPS requirements in the SIMOPS area.
• Reviews and follow-up the implementation of corrective actions following shutdown during start
up, communicate with vendor.
• Make available key documents from project regarding new facilities to field operation team.
• Ensure all operators on site understand the new safety system and process upgrades brought by
the project.
• Assists the teams for procedures for isolations/de-isolation
• Suggests improvements and requests modifications if Operating Procedures are not satisfactory
• Daily work planning with CSL and PreComm lead to make sure all pre-comm/comm are monitored
• Keep OTL updated daily on the tasks ongoing on greenfield
• Liaising daily with OTL on site to involve Base Ops team from beginning of comm phase (offshore)
• Agree with CSL on punch categories (A/B/C) on daily basis and escalate to Lead if needed
• Supporting Base Ops for familiarisation and operation on the new facility
• Assuring readiness for start-up of all sub-systems, plant and finally for First Oil
QUALIFICATIONS & EXPERIENCE REQUIRED
• Education: higher national diploma or certificate (equivalent to A-levels + 2 years’ study)
• Industry experience: minimum 10 years’ experience in Control & Instrumentation in offshore
operations.
• Ability to work independently while maintaining good relations with colleagues and others.
• Must have a proven sense of operational responsibility, courage to intervene and challenge.
• Previous experience with offshore operation, Production, oil & gas.
• Detailed knowledge of ATEX requirements/regulations
• Willing to work flexible shifts and extended shifts as required.
• Computer literate.
• Basic firefighting
• COMPANY PTW training & JSA awareness
• COMPEX certification
• Confined Space Entry & Rescue, Authorized Gas Tester
• COMPANY lifting and rigging training, COMPANY manual handling training
• Radiation protection awareness
• Hazard & Energy control Logout & Tagout awareness
• Mandatory language is English & Local language based on EPC location (Mandarin for WHP and CPP, Korean for CPP)
• H2S OPITO and T-BOSIET trainings
